Project Lead 3
I.  DESCRIPTION OF SERVICES


Texas Education Agency requires the services of 1 Project Lead 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Lead 3, Project Management and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

The Worker will serve as IT Project Lead and Contract Administration Manager overseeing administration of statewide strategic information technology contracts using prescribed processes in overseeing the operations and activities for monitoring contract performance. This role oversees contract and grant performance by developing metrics, managing deliverables, and coordinating communications. It serves as the primary liaison between agency leadership and vendors, ensuring compliance with contract terms, resolving disputes, and supporting negotiations.

 

The selected candidate(s) will work under the direction of Texas Education Agency, IT Chief of Staff.

 

I.   ESSENTIAL FUNCTIONS

 

Oversees the operations and activities of monitoring contract and grant performance, including developing and tracking key metrics;

Developing, reviewing and approving of internal contract and grant deliverables;

Coordinating contract and grant communications including scheduling and conducting meetings;

Providing contract and grant status;

Serving as principal project lead and contract liaison between agency management and other customers and collaborating with other Vendors involved in the contract management process;

Overseeing the contract management/monitoring process which includes tasks such as examining scope, billing, fiscal data and eligibility determinations for compliance with contract and grant terms and departmental policies; coordinating and participating in vendor discussions/negotiations; processing of contract and grant documents to ensure understanding and authorizations of contract and grant requirements; and, investigating and resolving discrepancies, complaints, and disputes by negotiating settlement agreements.

Develop, prepare and track budget and LAR documents for various projects.

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
20 Required Knowledge of government regulations, laws and software licensing practices.
20 Required Operationally manage a portfolio of customer expenditure on a day-to-day basis in line with the overall strategy.
20 Required Deliver efficiencies and service improvements, leading on continuous improvement initiatives.
15 Required Knowledge of DCS contract practices.
15 Required Experience with DCS contract budgeting and forecasting
12 Required Experience with LAR preparation & forecasting.
8 Required Experience planning, coordination, requirements gathering, business analysis, specifications development, reporting
5 Preferred Prior Experience with TEA DCS Contract.
 
III.  TERMS OF SERVICE
 
Services are expected to start 09/01/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1600 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
 
V.  OTHER SPECIAL REQUIREMENTS
 

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, may lead and direct the work of others, a wide degree of creativity and latitude is expected.
