Web Content Specialist/Manager 3
DESCRIPTION OF SERVICES

Texas Education Agency requires the services of 1 Web Content Technician/Manager Web Content Specialist/Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Web Content Technician/Manager Web Content Specialist/Manager 3, IT Marketing and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

The Senior Web Content Writer is responsible for providing textual content for TEA websites that enable us to communicate with stakeholders clearly, accurately, and appropriately. Duties include:

 

 + conducting research on relevant topics and strategies used by other states or agencies on comparable projects

 

 + defining content strategies for presenting complex information clearly and usably for the relevant audience

 

 + writing, editing, and fact-checking content prior to publication

 

 + collaborating with cross-divisional and cross-agency teams to align content with stakeholder needs

 

 + utilizing agency standards to maintain consistent branding and tone across all touchpoints

 

 + editing content for clarity, grammar, and tone

 

 + reviewing and enhancing the website for performance, design, SEO, and user experience, providing ongoing updates and recommendations, including dynamic project updates

 

 + managing project timelines and meeting deadlines successfully

 

The Senior Web Content Writer works closely with other members of their team, including subject matter experts, UI/UX designers, business analysts, developers, and testers. This position relies on experience and judgment to plan and accomplish goals and independently performs a variety of complicated tasks; a wide degree of creativity and latitude is expected. The successful applicant will be organized, resourceful, and creative, with the ability to work independently while staying aligned with the team.

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
8 Required Experience in web content writing or digital marketing
8 Required Working knowledge of SEO, content strategy, website editing, and analytics tools (e.g., Google Analytics)
5 Required Experience content planning and performance tracking
5 Required Demonstrated strong writing, editing, and storytelling abilities
4 Required Documented experience in copywriting and proofreading
2 Required Basic graphic editing skills with Photoshop and/or Illustrator
1 Required Bachelor’s degree in English, Journalism, Communications, or a related field
1 Required Strong portfolio showcasing content for a range of different audiences
2 Preferred Documented work experience relating to early childhood care and education
2 Preferred Documented strong collaboration skills to work with customers across multiple agencies/organizations
 
III.  TERMS OF SERVICE
 
Services are expected to start 09/01/2025 and are expected to complete by 12/30/2025. Total estimated hours per Candidate shall not exceed 704 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at In-Person, With the option to work remotely up to 80% of the time: Work Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701 -. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
