Developer/Programmer Analyst 3
Summary:
Join the Texas Education Agency as a Developer/Programmer Analyst to lead the design and development of custom solutions using the Microsoft Dynamics 365 and Power Platform stack. In this fully remote role, you’ll create Model-Driven Apps, build automated workflows with Power Automate, and develop advanced analytics with Power BI. Responsibilities include customizing Dataverse, integrating REST APIs, and deploying custom plug-ins and components. Ideal candidates will have 8+ years of experience with Dynamics 365, .NET, JavaScript, and SDLC practices. Preferred qualifications include Power BI, Customer Service modules, and Microsoft certifications. This role runs through August 2025 with possible extension.
 
DESCRIPTION OF SERVICES

Texas Education Agency requires the services of 1 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

Job Description/Functions

 

• Implement and customize Microsoft Dynamics 365 applications.

• Develop new applications in the all areas of the Microsoft Power Platform technology stack.

• Merge and Branch Code.

• Assist DevOps and Admin Teams with deployments to higher environments.

 

Job Qualifications 

 

• 8+ years of experience designing, developing, and customizing solutions in the Microsoft Dynamics 365/Power Platform technology stack:

 

Power Apps: Experience in developing Model-Driven Apps, customizing user interfaces, and implementing business logic.

Power Automate: Proficiency in creating automated workflows, integrating with other systems, and optimizing processes for efficiency.

Power BI: Skill in designing and developing interactive dashboards and reports, data visualization, and advanced analytics.

Microsoft Dataverse: Understanding of data modeling, data integration, and managing data within Dataverse.

Power Pages: Experience in designing and developing Power Pages for creating secure, responsive, and user-friendly web portals.

Integration: Ability to integrate Power Platform tools with each other and with external systems to create comprehensive solutions.

Customization: Experience in customizing solutions to meet specific business needs and requirements.

Optimization: Ability to optimize solutions for performance, scalability, and security.

Plug-ins: Experience in developing and deploying custom plug-ins to extend the functionality of Power Platform solutions.

PowerFX: Proficiency in using PowerFX for custom logic and calculations within Power Apps.

DAX: Skill in using Data Analysis Expressions (DAX) for advanced data manipulation and calculations in Power BI.

PowerQuery: Experience in using PowerQuery for data transformation and integration.

Custom Code Components: Ability to develop custom code components, such as those using PowerApps Component Framework (PCF), to enhance the functionality and user experience of Power Platform solutions.

REST API: Proficiency in developing and integrating REST APIs to enable seamless data exchange and interoperability between Power Platform solutions and external systems.

JavaScript: Experience in using JavaScript for client-side scripting, enhancing interactivity and functionality within Power Platform solutions.

Liquid Tags: Proficiency in using Liquid Tags for dynamic content rendering and customization within Power Pages.

II.  CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
8 Required Designing, developing, and customizing solutions in the Microsoft Dynamics 365/Power Platform technology stack
8 Required Designing and working with Dataverse tables and security
8 Required Customizing Microsoft D365/Power Platform solutions using JavaScript, plug-ins, and custom PCF controls
8 Required Developing .Net/SQL server applications (or similar Object-Oriented language/framework and similar RDMS)
8 Required Working with enterprise-level SDLC processes
8 Required Experience with one or more: JavaScript/JavaScript Frameworks, JSON, C#, Java, RESTful services
5 Preferred Developing Power BI reports is highly desired
5 Preferred Dynamics 365 for Customer Service is highly desired
1 Preferred Microsoft Power Automate RPA Developer Associate certification is highly desired
1 Preferred Microsoft Power Platform Solution Architect Expert certification is highly desired
 
III.  TERMS OF SERVICE
 
Services are expected to start 05/16/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 696 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
