Software Engineer 3

DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


 

The Department of Information Resources (DIR) requires the services of One Developer hereafter referred to as Worker, who meets the general qualification of Developer 3 Emerging and the specifications outlined in this document for Health & Human Services Commission - Social Services Applications team. 

 

All work products resulting from the project shall be considered "works made for hire• and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their· Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). Performs Front End/UI application development. enhancement. maintenance, and support for Social Services User Interface applications. 

 

• Performs application development, enhancement, maintenance, and support for State Portal, Workflow Management, Eligibility Web Services, Family Violence Program, Enterprise Document Services, Enterprise Content Management, Document Center, Call Center Inquiry, and other Social Services applications.

• Develop, enhance and maintain existing and new web-based J2EE/Portal applications within HHSC’s SOA (Service Oriented Architecture) platform using Agile methodologies. 

• As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required. 

• Work with other teams as necessary to accomplish goals.

• Create technical and design documentation, as required.

• Perform system analysis and problem resolution, as required.

• Analyze software for configuration & performance tuning opportunities, as required.

• Develop and maintain data and process models, as required.

• Employ contemporary testing methods to ensure applications function properly and without error.

• Provide technical support for testing and implementation efforts.

• Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.

• Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance

• Other duties as assigned.

Demonstrable experience developing, optimizing, and maintaining an enterprise-level Front End/UI application including complete ownership of the front-end stack (JavaScript/HTML/CSS, Angular and/or other UI frameworks).

III.  TERMS OF SERVICE
 

Services are expected to start 10/01/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1984 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

 

IV. WORK HOURS AND LOCATION
 

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 1609 Center Creek Dr. Suite 100, Austin, Texas 78754. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission
