Position Overview:
BuzzClan is seeking a highly driven and strategic Capture Manager – Federal to lead capture efforts for upcoming federal opportunities, especially focused on staffing and IT services. This role will be target-based, with clear goals around identifying, qualifying, and winning new federal business. The ideal candidate will have deep knowledge of federal procurement cycles, upcoming RFPs, and agency buying patterns, especially in the Washington, D.C. area.
 
Key Responsibilities:
  • Identify and track upcoming federal RFPs, pre-solicitations, and task orders through platforms like SAM.gov, eBuy, GovWin, etc.
  • Develop and execute capture strategies for target opportunities 6–24 months ahead of RFP release.
  • Build and maintain relationships with federal agencies, contracting officers, teaming partners, and key decision-makers.
  • Drive full lifecycle capture efforts including opportunity qualification, teaming arrangements, solution development, pricing strategy, and proposal management collaboration.
  • Focus on staffing-based opportunities and managed IT services across civilian and defense agencies.
  • Meet and exceed quarterly and annual revenue/capture targets.
  • Collaborate with internal stakeholders including Sales, Proposal, Delivery, and Recruiting teams.
  • Support development of pipeline reports, bid/no-bid decisions, and win/loss analyses.
Qualifications:
  • 5–8 years of proven experience in Federal Capture Management (IT services focus).
  • Strong understanding of federal acquisition regulations (FAR), IDIQs, GWACs, BPAs, and contract vehicles.
  • Demonstrated success winning federal contracts, ideally in staffing, digital transformation, or IT consulting.
  • Familiarity with FedCiv or DoD agencies (e.g., DHS, VA, HHS, DOJ, USDA, DoD components).
  • Excellent interpersonal, written, and verbal communication skills.
  • Self-motivated, with the ability to work independently in a fast-paced environment.
  • Strong network within the Washington, D.C. federal contracting ecosystem.
  • Bachelor’s degree in Business, Public Administration, Information Technology, or a related field.
Preferred:
  • Existing relationships with federal customers and small/large business partners.
  • Experience using tools like GovWin, SAM.gov, FPDS, etc.
  • Prior experience working in or with 8(a), HUBZone, or SDVOSB, MBE, WBE environments is a plus.
