Data Architect/Modeller - Senior
Summary:
Join our team as a Senior Data Architect to lead the design and implementation of enterprise-level data architecture in support of Ontario’s Bill 5 initiatives. In this hybrid role (3 days onsite/2 days remote), you'll develop conceptual and logical data models, guide data migration strategies, and support architecture governance processes such as AGP0 and AGP1. You'll work with enterprise tools like PowerDesigner and ERWIN, ensuring scalable and standards-compliant data solutions. Description

To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis.

 

Responsibilities:

Hybrid work: 3 days in the office at 40 St. Claire Ave. West/125 Resources Road. Toronto and 2 days remote from home office within Ontario.

 

Develops and implements the data architecture for application development in a complex and distributed environment, including the determination of the flow and distribution of data, the location of databases, and data access methods.

 

Provides a standard common business vocabulary, expresses strategic data requirements, outlines high level integrated designs to meet these requirements, and aligns with the enterprise strategy and related business architecture.

Skills
Experience and Skill Set Requirements

Mandatory Skills (50%):

  • Knowledge and experience in information resource management tools and techniques
  • Experience with at least two different platforms, operating systems, environments, database technologies, languages and communications protocols
  • Knowledge of performance considerations for different database designs in different environments
  • Experience in structured methodologies for the design, development and implementation of applications
  • Experience in systems analysis and design in large or medium systems environments
  • Experience in the use of Computer Aided Software Engineering (CASE) tools for the development and documentation of data architectures and detailed data models
  • Experience in the use of data modelling methods and tools (e.g. ERWIN, VISIO, PowerDesigner) including a working knowledge of metadata structures, repository functions, and data dictionaries
  • Knowledge and experience in the use of information retrieval packages Awareness of emerging I&IT trends and directions
  • Experience in monitoring and enforcing data modelling/normalization standards
  • Experience in developing enterprise architecture deliverables (e.g. models)
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
  • A team player with a track record for meeting deadlines

Data architecture/data modeler skills will build upon a Conceptual Data Model which is technology-and application-independent and will assist with the following tasks/deliverables:

  • Continue ‘data prototyping’ to proof CDM recommendation
  • Develop a fully Attributed Conceptual Data Model (CDM) or Logical Data Model depending on IT solution strategy that is approved.
  • Support MECP in developing their Data Migration strategy/plan
  • Assist with Alpha prototyping and/or proofs-of-concept
  • Support development of enterprise architecture artefacts for submission to Architecture Review Board for Architecture Gate Point 0 (AGP0) during summer 2025 and then AGP1 during fall/winter

 

Desirable Skills (30%):

  • Experience with middleware and gateways
  • Experience in designing/developing an automated data distribution mechanism
  • Knowledge and understanding of object-oriented analysis and design techniques.
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Experience creating detailed data standards to enable integration with other systems
  • Experience reviewing conceptual, logical and physical data models for quality and adherence to standards Knowledge and understanding of dimensional and relational data models
  • Knowledge and experience in information resource management tools and techniques

 

Communication & Soft Skills (15%)

  • Excellent verbal and written communication skills (clear & concise. Presentation skills to present information and findings, options and recommendations to clients, project/technical team members and management audiences
  • Strong track record of building and maintaining solid relationships with clients, project team members, and management
  •  Self-motivated leader with strong interpersonal skills. Collaboration skills to jointly work towards project common goals/deliverables by proactively sharing status, raising risks/issues and effort estimates
  • Persistent attention to detail
  • Proven ability to handle multiple tasks and deliver within extremely tight deadlines
  • Project rescue/project triage experience is an asset

 

Public Sector Experience (5%):

  • Previous experience working in Government or Public Sector organizations
  • Demonstrated experience in Ontario Design System https://designsystem.ontario.ca/
  • Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice
