Ontario Public Service seeks a Senior Business Analyst (Hybrid – 3 days onsite, Guelph) to support Salesforce Public Sector Solutions for the License and Permit System, including Bill 5 initiatives. Description
To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis.
This is a hybrid work position - 3 days a week in Guelph office at 1 Stone Rd W.
Responsibilities:
• Provides a comprehensive range of I&IT business analysis services for a License and Permit System (Salesforce Public Sector Foundation) for clients with diverse business and technological needs.
• Manage user stories in Azure DevOps tools including updating user stories, product backlog items, providing input in developing Product roadmap, validating and testing user stories before passing to business and working close with QA resource to help build test cases and scenarios including test data
• Populate 'Acceptance Criteria' and all other critical details in user stories required for development team and business SME's.
• Communicate user stories to development team and ensure all information is provided to move forward.
• Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
• Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
• Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management, Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies
• Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives
• Develops sound processes for requirements gathering including but n o t limited to JAD sessions, interviews, mockups, etc.
• Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules
definition and non-functional requirements definitions for assigned projects
• Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders
• Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up

Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Must Have

Knowledge Transfer Requirements:
Knowledge transfer is expected to occur through the duration of the assignment through regular meetings, touchpoints, and working sessions with LRC staff
All design, development and artefacts, including all relevant and complete documents must be transferred to the ministry in the designated repositories provided
Dedicated knowledge transfer sessions will be scheduled during the close-out phase of the project to ensure completeness of knowledge transfer and all documentation is shared, and allow LRC staff to ask clarification and/or follow up questions.

8+ years’ experience in business analysis
Demonstrated experience supporting development and implementation of large systems utilizing Salesforce Public Sector Solutions
Demonstrated experience leading and conducting business analysis
Demonstrated experience facilitating JAD sessions to gather and assess business needs
Demonstrated experience analyzing business requirements and creating Business Requirements Document, other Business requirements artefacts
Working knowledge of system concepts and development methodologies to support business applications
Demonstrated experience in project co-ordination and project management activities
Criteria 2: Technical Skills

Demonstrated experience developing epics, features and user stories for implementation in Salesforce ideally Public Sector Solutions
Demonstrated experience using DevOps to capture requirements as Epics, Features and User Stories
Demonstrated experience using Microsoft tools including Office, Visio and Project
Demonstrated experience facilitating JAD sessions and using Miro Boards or other Whiteboard tools
Demonstrated experience in data analysis and migration, including mapping between source and target systems, analysis of data fields required to migrate data, exchange data or to provide a data feed between internal systems and third-party applications
Demonstrated experience in producing quality analysis of data sets and outputs such as detailed data maps, data dictionary, business rules, process maps, mapping rules, functional specifications, interface specifications, conceptual/logical data models, use cases, test cases etc.
