Description

Key Responsibilities:

  • Lead the design and implementation of scalable, secure, and user-centric SaaS solutions using ServiceNow (ITSM, workflows, integration hubs) and OpenText (content services, case management, records, and document workflows).
  • Define and maintain solution architectures that enable hybrid integration across SaaS platforms, legacy applications, and cloud infrastructure (e.g., Azure).
  • Translate complex business requirements into modular application designs, leveraging configuration over customization within platforms like ServiceNow and OpenText.
  • Design and oversee integrations between SaaS platforms and other enterprise systems (e.g., ERP, procurement platforms, vendor portals) using APIs, webhooks, middleware, and native integration frameworks.
  • Develop architecture artifacts such as reference models, data flows, and interface definitions that align with enterprise principles and maximize reuse.
  • Define governance and configuration standards for platform administration, including access control, metadata standards, and system lifecycle practices.
  • Evaluate and advise on best-fit SaaS and PaaS platforms based on business needs, compliance requirements, technical architecture, and long-term scalability.
  • Work closely with enterprise architects, delivery teams, product managers, and vendors to ensure architectural alignment across initiatives.
  • Support cloud-enabled delivery of content and workflow services through OpenText integrations with Azure, SharePoint, Microsoft 365, and other digital platforms.
  • Guide solution implementation teams through sprint planning, backlog refinement, and technical validation processes.
  • Ensure SaaS solutions align with enterprise governance (e.g., GO-ITS), data classification standards, and information lifecycle policies.
  • Contribute to business case development, procurement processes (e.g., RFBs/RFIs), and vendor evaluations with architectural insights.

Required Qualifications & Experience:

  • 8+ years of experience in application or solution architecture, with a focus on modernizing or implementing enterprise SaaS platforms.
  • Hands-on experience designing and implementing solutions in ServiceNow (especially ITSM, Customer Service Management) and/or OpenText.
  • Experience architecting workflow automation, records/document management, and case management systems in a SaaS context.
  • Familiarity with Azure or similar platforms for hybrid integration, identity federation (Azure AD), and secure access models.
  • Strong understanding of integration patterns and tools (e.g., RESTful APIs, webhooks, middleware, iPaaS platforms).
  • Proven ability to design scalable, modular, and maintainable solutions with a focus on configuration over code within SaaS ecosystems.
  • Deep understanding of data privacy, retention, and security considerations in public sector SaaS deployments.
  • Demonstrated experience working in structured delivery environments using Agile and iterative delivery models.
  • Experience with public sector or regulated environments is a strong asset.

Desirable Skills:

  • Certification in ServiceNow System Administration or Implementation Specialist, and/or OpenText Content Server/ECM platforms.
  • Familiarity with ITIL, BPMN, or process mapping techniques for workflow design.
  • Experience integrating ServiceNow or OpenText with ERP systems, procurement tools, or custom-built applications.
  • Knowledge of Ontario Government I&IT directives
  • Experience designing solutions that incorporate digital signatures, audit logging, and secure document exchange.
  • Knowledge of metadata structures, data dictionaries, and enterprise content governance models.
  • Awareness of emerging trends in enterprise SaaS adoption, low-code/no-code platforms, and intelligent automation.

Education:

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field is required.

Additional Terms

Performance Expectations

  • Quarterly performance reviews against agreed-upon objectives and deliverables
  • Minimum 80% achievement of approved quarterly objectives
  • Development and maintenance of detailed project documentation
  • Regular status reporting as per project management framework
  • Adherence to all Supply Ontario policies, procedures, and professional standards

Work Arrangements

  • Hybrid work arrangement with minimum 2-3 days per week on-site at Supply Ontario offices
  • Flexibility to adjust schedule based on project needs and stakeholder availability
  • Availability for occasional evening/weekend work during critical project phases

Intellectual Property and Confidentiality

  • All work products, documentation, and intellectual property created during the engagement remain the property of Supply Ontario
  • Strict adherence to confidentiality agreements and data protection protocols
  • Non-disclosure agreement required as condition of engagement
  • Return of all Supply Ontario property and materials upon contract completion

Probationary Period

  • Initial 90-day probationary period to assess fit and capabilities
  • Clear performance objectives to be established within first 30 days
  • Bi-weekly check-ins during probationary period
  • Option to terminate with 5 business days' notice during probationary period

Early Termination Provisions

  • Supply Ontario may terminate the contract with 10 business days' written notice without cause
  • Immediate termination for:
    • Breach of confidentiality or security protocols
    • Failure to meet minimum performance standards after documented warning
    • Violation of Supply Ontario policies or professional conduct standards
    • Misrepresentation of qualifications or experience
    • Extended unavailability without approved leave

Extension and Renewal Provisions

  • Contract extension is at the sole discretion of Supply Ontario
  • Extension decisions will align with Supply Ontario's internal procurement policies and procedures
  • Factors considered for extension include but are not limited to:
    • Achievement of defined deliverables and performance metrics
    • Ongoing organizational need for services
    • Budget availability and value for money
    • Contractor's demonstrated reliability and cultural fit
    • Project continuity requirements
  • Extension terms:
    • Maximum extension periods as per Supply Ontario procurement policy
    • Rate adjustments, if any, must align with approved rate cards
    • Additional or modified terms may be introduced during extension
  • Extension process:
    • Review initiated minimum 30 days before contract end date
    • Appropriate management approvals as per delegation of authority
    • Written notice of extension decision provided minimum 30 days before contract end
  • No guarantee or implicit right to extension regardless of performance
  • Supply Ontario reserves the right to:
    • Modify role requirements during extension period
    • Adjust work arrangements and conditions
    • Implement new policies or procedures
    • Require additional qualifications or certifications
  • Contractor acknowledgment:
    • No expectation of automatic renewal
    • Extension discussions do not constitute commitment
    • Rights to compete for other opportunities if extension not granted
