Business Analyst 3
Summary:
Join our team as a Senior Business Analyst supporting the WIC Electronic Benefit Transfer (EBT) system transition at Texas Health and Human Services Commission. In this telework role, you’ll lead business analysis activities including requirements gathering, stakeholder engagement, UAT planning, and system improvement recommendations. You'll troubleshoot system issues, design training materials, analyze dual participation records, and collaborate with vendors and state agencies. Ideal candidates bring 8+ years of experience in business systems analysis, risk mitigation, and test planning. Strong communication, process improvement, and customer service skills are essential to ensure seamless service delivery for WIC stakeholders.
 
DESCRIPTION OF SERVICES


Texas Health and Human Services Commission requires the services of 2 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

 

Level Description

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

 

Job Description

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

These positions will perform highly advanced (senior-level) business analysis work for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Work involves analyzing system requirements and project deliverables for the Texas Management Information System (MIS) transition to WIC Electronic Benefit Transfer (EBT) system and making recommendations for strategic system improvements. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Troubleshoots and consults on system problems and develops workable solutions.

Develops training curricula and conducts formal training sessions covering assigned system modules.

Designs, develops, coordinates, and conducts test cases for User Acceptance Testing (UAT).

Reviews technical instructions to system users and provides feedback to business leads. 

Reviews completed requirements, complex project deliverables, design document plans, and provides comments to vendor application partners.

Reviews and analyzes system dual participation records.

8 Required Provides quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and seek improvements in the advanced planning and business processes.
