DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Database Architect 3, hereafter referred to as Candidate(s), who meets the general qualifications of Database Architect 3, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Job Description

Designs and builds relational databases. Develops strategies for data acquisitions, archive recovery, and implementation of a database. Cleans and maintains the database by removing and deleting old data. Must be able to design, develop and manipulate database management systems, data warehouses and multidimensional databases. Requires a depth and breadth of database knowledge that shall help with formal design of relational databases and provides insight into strategic data manipulation. Responsible for making sure an organization's strategic goals are optimized through the use of enterprise data standards. This frequently involves creating and maintaining a centralized registry of metadata. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that all user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards

The Senior Data Architect & Analytics Lead will play a pivotal role in advancing the data infrastructure and analytics initiatives for the HHSC CDA team. This position is designed for a seasoned professional with in-depth expertise in data design and advanced analytics. Responsibilities include designing and implementing robust data structures to support analytics projects, developing comprehensive database and table designs for optimized data storage and retrieval, and utilizing advanced analytics tools and techniques to extract insights that facilitate decision-making. The successful candidate will collaborate with cross-functional teams to ensure alignment of data strategies with organizational goals and provide thought leadership on data modeling and analytics best practices. The ideal applicant will have proven experience as a Data Architect or similar role, with a strong understanding of data modeling, database design, and data governance principles, alongside familiarity with analytics tools and frameworks. Years Required/Preferred Experience
10 Required Experience in data architecture, data modeling, and data warehousing.
10 Required Experience with business intelligence and big data solutions.
10 Required Experience with healthcare data standards like FHIR, CCDA, and HL-7 would be a plus.
10 Required Proven experience in leading and managing advanced analytics projects.
10 Required Experience with cloud platforms such as Azure, AWS, or Google Cloud Platform is required.
10 Required Experience in developing, deploying, and managing applications and data storage on these platforms.
10 Required Strong knowledge of data architecture principles and best practices.
10 Required Proficiency in SQL and other database technologies.
10 Required Knowledge of advanced analytics tools and strategies.
10 Required Strong communication skills, with the ability to explain complex technical concepts to a non-technical audience.
10 Required Ability to lead teams and manage complex projects.
10 Required Proficiency in cloud infrastructure management, including understanding of cloud-based data storage options, cloud security considerations, and best practices for deploying applications in the cloud.
10 Required Develop and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting.
10 Required Evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics in healthcare.
10 Required Work closely with data engineers, developers, and analysts to ensure seamless data accessibility and usability.
