SUMMARY
Ontario Health is seeking a Senior Technical Specialist to develop and enhance paper and digital marketing campaigns supporting new screening programs and policy updates. The role involves creating segmentation models, designing campaigns, and utilizing CRM tools and rules engines. Proficiency in Oracle Business Intelligence Enterprise Edition (OBIEE) and Siebel CRM is essential. Responsibilities include supporting production deployments, conducting root cause analyses, and ensuring compliance with Ontario Health's policies. The position is hybrid, requiring up to three days onsite per month, and spans 125 business days with a potential 40-day extension. Experience in the healthcare sector is advantageous.
Background Information
This requisition requests approval to procure for a Senior Specialist, Technical (Technical Specialist lll) contingent resource for six (6) months. This resource will:
- Develop correspondence marketing campaigns to support the implementation of new screening programs.
- Update segmentation criteria for existing screening campaigns to support program enhancements and policy updates
Must haves:

Responsibilities:
Provides subject matter expertise and hands-on engagement for all relevant systems including identifying and creating technical solutions design, development, and deployment for specified technology.
Creates segmentation models, designs, and builds marketing campaigns.
Refines and clarifies designs during campaign development and implementation. Code and unit test code, provide subject matter expertise in supporting System Integration Testing and User Acceptance Testing.
Supports deployment in production. Conduct root cause analysis of production issues.
Desired Skills:
Experience with Oracle Business Intelligence Enterprise Edition (OBIEE) marketing segmentation and Siebel CRM strongly preferred
Experience in creating and documenting the technical design, development and delivery of specified technology solutions including: reports, interfaces, conversions, extensions and customizations
Demonstrated experience in the creation and update of technical design specifications to satisfy project requirements
Experience developing or customizing reports, interfaces, customizations, workflows and procedures
Experience developing integrated test scenarios, identifying test data, executing test scenarios as part of system integration testing (COTS and custom), troubleshooting and resolving issues identified and documenting test results.
Proficient in analyzing and designing changes to existing segmentation campaigns
Complete knowledge of SDLC methodologies
Proficient in RDBMS (Relational Database Management System) design concepts
Required Skills:

Deliverables Include:
· Development of marketing campaigns for new screening programs.
· Updates to existing campaigns to align with Ontario Health's 2026 policy changes.
Term: The term of this position is 125 Business Days, with an option to extend for an additional 40 days at Ontario Health's discretion.
Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
The resource will comply with Ontario Health policies and procedures.
Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.

Knowledge Transfer Details:
• The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
• The Candidate must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
• The candidate will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
• A walkthrough of any demos, development, etc. will be required before the end of the engagement.
