The purpose of this request is to acquire a Sr. Business Analyst to provide support and analytical activities related to Provincial Client Registry (PCR), Monitoring and Control Application (MCTA), Provincial Consent Override Interface (PCOI) and Consent Management Technology Asset (CMTA).

The development and population of an Immunization Repository is a cornerstone within MOHs ‘one immunization record (Immunization Repository)’ priority and is in line with Ontario’s desired immunization future state. This work will be one of the forthcoming projects in the Immunization Repository Optimization Program, one of the key components of the Public Health Digital Platform (under Clinical Care Service delivery).  

 

Must haves:

·      Minimum 5-7 years’ business analyst experience within electronic health-related projects, ideally with experience with clinical software systems 

·      Experience with and knowledge of Business Analyst concepts

·      Excellent Communication skills both verbal and written, and strong stakeholder engagement skills

·      Time Management, with the ability to manage tight deadlines and prioritize multiple projects

·      Collaboration, coordinating tasks, and ensuring that everybody works together effectively, this also involves conflict resolution    

·      Demonstrated knowledge of Immunization workflows and associated business processes within pharmacies, hospitals and health records

·      Past experience with jurisdictional public health programs (example: Immunizations) will be of significant benefit 

·      Demonstrated experience managing projects or programs in Matrix organizational environments

 

Responsibilities:

Sr. Business Analyst will be responsible for the support and analytical activities related to Provincial Client Registry (PCR), Monitoring and Control Application (MCTA), Provincial Consent Override Interface (PCOI) and Consent Management Technology Asset (CMTA).

 

Desired Skills:

·      College/University undergraduate degree in Health, Computer Science, Engineering, Business or related discipline from a recognized institution or equivalent experience – desired

·      Knowledge of pharmacy and/ or immunization workflows

·      Experience with health system business implementation and deployment projects

·      Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries, issues/risk management, etc.

·      Experience operating in highly political environments and across various organizational cultures

·      Working knowledge of privacy policies and legislative processes – Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements

 

Criteria Details:

Minimum 5-8 years’ experience project managing electronic health-related projects, ideally with experience deploying clinical software systems: 20 points

Excellent communication skills, demonstrating strength in presentation skills, verbal, written, active listening, conflict resolution and stress tolerance: 15 points

Knowledge of Healthcare Information Systems and data workflows: 15 points

Knowledge of client identification types (ex. Ontario Immunization ID (OIID) and/or Provincial Client Registry): 15 points

Experience with health system business requirements definition and implementation: 15 points

Knowledge of immunization data, pharmacy workflows and associated business processes within hospitals, patient admissions and health records: 10 points

Experience with provincial support models and requirements gathering: 10 points

Total: 100 points

 

Deliverables

Deliverables Include:

·      Contribute towards the Integrated Project Plan reflecting the timelines and deliverables for the Provincial Client Registry Alignment workstream as well as other client identifier dependencies in the supporting workstreams.

·      Define requirements for the PCR, MCTA, PCOI and CMTA integration with the Immunization Registry.

·      Define requirements for enhancement of PCOI interfaces to accept override on IR consent directives.

·      Define requirements for PCR, MCTA, PCOI and CMTA support model.

·      Define requirements for THOR reports on IR data disclosure and operational reports.

·      Define requirements for implementing MCTA reports on IR FHIR API.

·      Document process to integrate Ontario Immunization ID (OIID) into the Provincial Client Registry and remediate data quality issues.

·      Document process for leveraging the EHR consent and override methodology within the IR.

·      Contribute to / participate in working groups related to PCR, MCTA, PCOI and CMTA.

·      Ensure full knowledge transfer is provided to the Ontario Health team before end of engagement.

·      Provide migration related documentation as part of Knowledge transfer.

·      Consult and collaborate with Ontario Health’s Remedy SMEs prior to making any important design and build decisions.

 

Additional Terms

Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.

 

Knowledge Transfer Details:

·      Complete all Knowledge Transfer at the latest four weeks before the end of the contract and it must be signed off by Ontario Health manager.

·      The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team, using an approved format.

·      The Candidate must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.

·      The candidate will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.

·      A walkthrough of any demos, development, etc. will be required before end of engagement, as required.
