The Motor Vehicle Modernization (MVM) is a critical, once-in-a-generation initiative to replace Alberta’s fragmented and aging Motor Vehicle and Traffic Safety systems with one unified platform.
Working with Transportation and Economic Corridors, our team is looking for a IT Business Analyst who is process oriented and experienced in gathering requirements, performing gap analysis, and working with stakeholders to deliver solutions that meet business needs and drive operational efficiency. Specifically, this resource will map Alberta's current state Carrier driver and vehicle services, and provide recommendations and considerations for future delivery.
Responsibilities will include:
• Analyze and translate complex business and functional requirements into high-level system functionality, ensuring alignment with enterprise architecture and development strategies.
• Facilitate requirements gathering sessions and conduct process walkthroughs:
o Identify goals and pain points through gap analysis on current state and future state business processes.
o Create, review and update user stories, personas and journey maps, as applicable.
o Create system use cases, flow diagrams and interactive mock-ups outlining functional requirements, as required.
o Document and validate results with subject matter experts and drive the creation of detailed business and functional requirements specification documents.
• Collaborate with solution architects and technical leads to support the decomposition of applications into modular components that reflect functional domains and business capabilities.
• Work with the technical team to design IT solutions that meet the business requirements and validate the proposed solutions through user acceptance testing (UAT) and ensure they meet the predefined criteria.
• Support development of necessary system (non-technical) documentation as well as make recommendations for policy and/or business process enhancements.
• Support change management and training to ensure delivery of complex program changes.
• Liaise with security and privacy teams to complete security threat risk assessments and privacy impact assessments as required.
• Assist with project planning, scheduling and status reporting as required.
To be successful in this role, the Contingent Resource should have:
• Demonstrated experience in applications providing services to commercial carriers, along with expertise in management and oversight to ensure operational efficiency and compliance.
• A strong understanding of Alberta's Carrier Profiling.
• Experience with Alberta Traffic Safety Act and regulations, particularly as they pertain to Carrier Services.
• An understanding of Agile framework through demonstrated experience.
• A results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.
• A thorough understanding and experience using an Agile/Hybrid approach. Experience with tools such as JIRA is preferred.
• Knowledge of and the ability to apply and interpret complex legislations/regulations, policies, and standards.
• Ability to work collaboratively and productively to achieving outcomes.
• Strong understanding of enterprise application architecture and decomposition principles.
Program Background:
Motor Vehicles (MV) Overview:
The Registrar of Motor Vehicle Services (MVS) is a shared responsibility between Transportation and Economic Corridors (TEC) and Service Alberta and Red Tape Reduction (SARTR). A Memorandum of Understanding governs the dual registrar model. TEC and SARTR each have delegated authority under the Traffic Safety Act and its Regulations, with TEC holding most of the Regulatory authority and SARTR responsible for service delivery. The dual Registrar of Motor Vehicle Services is large and complex and has the following functions: issuance of licences and credentials; training and testing; monitoring, compliance and enforcement; management of controlled inventory; control and release of motor vehicle information. These policy functions support the delivery of driver, carrier, vehicle, and information services to ensure the safe movement of people and goods within and beyond Alberta.

Equipment Requirements:
Contingent Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
Work Location:
Contingent Resource will be working remotely primarily. The Contingent Resource will be required for onsite meetings which include but are not limited to strategic planning, work planning discussions, and meeting with team members, senior managers, directors, executive directors and business clients as required.
Frequency of meetings may be up to once per month.

The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record check for the Contingent Resource.
Mandatory Training Courses:
Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training.
