Scope:

A large part of the modernization projects is changing the way ministry users handle their data as data is transformed from legacy systems to modernized Data Management and Geospatial Platforms.

GOA ministries using Data Management Platform have significant operational and analytical needs around Environmental, Transportation and Business Licenses data. This includes supporting data collection & integration, data cleaning & preparation, data analysis & interpretation around trends, patterns and anomalies, impact assessments, compliance requirements, reporting and visualizations.

As the programs are advancing further, the air, land, water, incidents, vehicle permits, business licensing data become vaster that require significant support for business intelligence work. In this role, BI Analyst will work on Translating data into actionable business insights supporting strategic decisions by creating dashboards, reports and business KPI’s.

Working with multiple stakeholder and users, BI Analyst will also understand the business goals and clearly communicate insights to stakeholders.

In this role, The BI Analyst will work primarily to support Digital Regulatory Assurance System (DRAS) program. However, this may be expanded to support other data initiatives.

Duties:
• Design and develop complex dashboards, scorecards, and visual analytics using Power BI
• Design, develop, and maintain data models and visualizations using Microsoft Power BI and Azure-based data platforms
• Data Modeling & ETL Development
• Create optimized, reusable data models using DAX and Power Query M for enterprise-wide reporting
• Build interactive dashboards and reports tailored to business needs using Microsoft Power BI
• Integrate Power BI with various Microsoft Azure data sources and on-premises databases
• Work closely with Business users, data architects and data engineers to manage data pipelines, staging areas, and semantic models.
• Work with business units to gather reporting requirements and KPIs.
• Translate ambiguous business questions into concrete BI solutions.
• Present insights and findings in clear, executive-friendly formats.
• Provide end-user training and support to ensure adoption of BI tools
• Maintain and publish datasets and dashboards in Power BI Service with scheduled refreshes and alerts
• Optimize dashboards and reports for performance
• Implement security and user access controls within PowerBI
• Implement incremental data refresh, row-level security (RLS), and performance tuning strategies in Power BI.
• Conduct deep-dive analytics to uncover trends, anomalies, and business opportunities.
• Ensure data accuracy, consistency, and security compliance across all reporting assets
• Other duties as needed


Equipment Requirements:
• Resource will require own equipment

Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.

In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.


Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.

Notes on Location:
• The resource will work remotely but must be available for on-site meetings when required. On-site meetings may include, but are not limited to, strategic, analytical, and technical discussions, as well as meetings with team members, senior managers, directors, executive directors, and business clients. The frequency of these meetings could be up to 3-4 times per fiscal year. Actual on-site attendance may be negotiable, particularly if the resource lives outside Alberta.


Incumbency:
•Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.

Standard Background Check:
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.

Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
