Developer/Programmer Analyst 1
Summary:
Join our team as a Power Platform Developer to design, build, and support custom business solutions using Microsoft's Power Platform suite—including Power Apps, Power Automate, Power BI, and Power Virtual Agents. In this remote role, you’ll collaborate with business stakeholders to translate requirements into scalable applications, automate workflows, and create actionable dashboards. You'll also integrate solutions with Microsoft services and third-party tools, providing end-user training and support. Ideal candidates have at least 3 years of experience with the Power Platform and excel in both development and business process optimization. This contract position runs from July to December 2025 with up to 400 billable hours.
 
DESCRIPTION OF SERVICES
Texas Veterans Commission requires the services of 1 Developer/Programmer Analyst 1, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 1, Applications/Software Development and the specifications outlined in this document for the Texas Veterans Commission.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Veterans Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Veterans Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Responsible for creating and managing solutions using Microsoft's Power Platform suite, which includes Power Apps, Power Automate, Power BI, and Power Virtual Agents. Here are some key job duties for this role:

 

  1. Develop Applications: Design, develop, and maintain custom business applications using Power Apps to address specific business needs 
  2. Automate Workflows: Use Power Automate to create and manage automated workflows that streamline business processes 
  3. Data Visualization: Develop and maintain data visualization and reporting solutions using Power BI to provide actionable insights 
  4. Integration: Integrate Power Platform solutions with other Microsoft services (like SharePoint) and third-party applications to ensure seamless operation 
  5. Collaboration: Work closely with business stakeholders to gather requirements and translate them into technical specifications 
  6. Technical Support: Provide ongoing technical support and training to users to ensure they can effectively use the solutions developed 

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

III.  TERMS OF SERVICE
Services are expected to start 07/01/2025 and are expected to complete by 12/31/2025. Total estimated hours per Candidate shall not exceed 400 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Veterans Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at Remote. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Veterans Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Veterans Commission.
