A Note on the VOR Master Service Agreement:
The VOR Master Service Agreement which expires on April 5, 2026, leaves some Contracts with funding unassigned for fiscal 2026-27. If the current statement of work expires on March 31, 2026, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2026, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2026, and be upon the same terms, conditions, and covenants contained in the SOW.
The start date is subject to change based on security clearances and contract signing timelines.
Experience and Skillset Requirements
Mandatory Requirements
- Experience working in Microsoft Dynamics 365 CE and/or Finance & Operations (F&O) environments (or related CRM systems) particularly in a testing, data configuration, or sandbox context (e.g., managing user roles, creating records, validating workflows).
- Experience with SharePoint teams sites for organizing, structuring and publishing digital content—such as building subpages, creating web parts and managing access and layout of knowledge repositories or internal learning portals.
- Strong practical knowledge of creating and manipulating system data to support scenarios such as training simulations or testing use cases
- Familiarity with documenting and organizing technical information, user guides, or system content that supports end-user learning—whether through task documentation, assignment instructions, or repository entries.
- Detail-oriented with a structured approach to system task breakdowns and assignment creation, including the ability to align sandbox data to intended learning or testing outcomes.
Desired Skills and Experience
- Hands-on experience using Microsoft Dynamics CE and/or F&O environments, with a focus on test data entry, role simulation, and system validation
- Demonstrated ability to interpret and transform technical documentation, business processes, and system workflows into structured training-aligned content
- Proficiency in SharePoint Online site creation, page structuring, and web part configuration for training content delivery

Criteria 1: System Application & Sandbox Data Support - 40 Points
- Demonstrated experience working in Microsoft Dynamics 365 CE and/or F&O sandbox or live environments to set up, configure, and manipulate system data.
- Ability to generate and manage realistic training/test case data aligned to user roles and business processes.
- Proficiency in logging in with multiple roles or profiles to simulate different user experiences and validate assignments.
- Experience creating or supporting test cases, acceptance testing, or scripted simulation steps for training and testing purposes.
Criteria 2: SharePoint and Knowledge Content Structuring - 30 Points
- Demonstrated experience designing, maintaining, and updating SharePoint Online sites, with a focus on web part configuration and subpage layout.
- Ability to translate training and system documentation into SharePoint knowledge repositories for user access.
- Skilled in content tagging, foldering and metadata application for ease of search and retrieval.
- Strong organizational thinking to structure content that supports learner self-navigation and training reference.
Criteria 3: Technical and Documentation Skills - 20 Points
- Skilled in reading and applying business processes, DevOps test cases and workflows to create structured content (e.g., assignment steps, simulation scripts).
- Ability to draft clear, step-based documentation or “how-to” guides that align with technical system functionality.
- Familiar with versioning, content updates and maintaining traceability across documents and systems.
- Awareness of AODA and plain language writing principles in technical or system documentation.
Criteria 4: Collaboration and Communication - 10 Points
- Comfortable working with cross-functional teams (training, IT, business) to ensure data accuracy and assignment readiness.
- Strong communicator who can clarify technical questions or escalate data gaps or assignment logic issues.
- Responsive to feedback and capable of iterating system inputs or content based on evolving training needs.
