Summary:
Join our team as a Database Administrator 2 supporting the Texas Health and Human Services Commission. This hybrid role (2 days onsite in Austin, TX, 3 days remote) focuses on Oracle database performance tuning, design, modeling, and support. You’ll manage complex data systems, optimize queries, resolve performance issues, and ensure accessibility compliance. Responsibilities include data modeling, monitoring backups, supporting reporting needs, and participating in on-call support. Ideal candidates have at least 6 years of experience in Oracle database environments and strong knowledge of Agile, multi-tier applications, and database security. This is a contract position from June through August 2025 with potential extensions.
 
DESCRIPTION OF SERVICES


Texas Health and Human Services Commission requires the services of 1 Database Administrator 2, hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 2, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

Enters codes to create production data base. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Directs programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise.

 

This individual must meet the general qualifications for the Database Administrator 2 role and adhere to the specifications outlined in this document for the specified customer. The Database Administrator contractor will be a part of the Administrative Applications Production Data Services team, responsible for providing on-call and operational support for critical application databases that feature complex data models, workflows, and reports. Key responsibilities include supporting requests from the Data Warehouse team, monitoring daily and weekly backups, and overseeing database performance and locking issues. The Worker may also be tasked with creating new logical and physical data models. Proficiency in Oracle databases is essential, as the candidate will optimize database performance during and after migration, identify and resolve performance bottlenecks, and implement monitoring solutions to track database health and performance metrics. Collaboration with the team to create and maintain logical and physical data models, particularly focusing on Oracle, is a crucial aspect of this role. Knowledge of Oracle Stored Procedures and Functions is required. Additionally, the position entails generating statistics for all schemas across Production, Development, and UAT databases, as well as performing necessary scripting for database tables. Participation in on-call support is also a requirement of this position.

6 Required Experience creating technical and functional design documentation
6 Required Experience within software development Life Cycle using Agile methodology – (Scrum, for example)
6 Required Experience with multi-tier system/application development – (SOA, Microservices, 3-Tier applications, for example)
4 Preferred Experience with data warehouse applications and/or database reporting features
1 Preferred Jira experience
1 Preferred Oracle Certification
 
III.  TERMS OF SERVICE
 
Services are expected to start 06/02/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 700 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W 51st St, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
 

TERM OF SERVICE

Services are expected to start on or around June 2, 2025 and are expected to completed by August 31, 2025. Total estimated hours per candidate shall not exceed 700 hours for FY25.

 

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

 

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

 

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

 

B) The primary work location will be 701 W 51st St, Austin, Texas 78751.

 

Position will be 3 days remote with 2 days (Mon & Fri) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.



Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

 

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.

 

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

 

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
