1. Improve broadband affordability, speed, and adoption for unserved communities and populations 2. Facilitate and work with partners that will assist with this effort 3. Drive job creation, promote innovation, improve economic vitality, and expand markets for local businesses 4. Participate in plans related to the ongoing and growing broadband needs of education systems, health care systems, public safety systems, industries and business, governmental operations, and residents 5. Gather and prepare shovel ready projects eligible for federal, state, and philanthropic funding to submit for proposals 6. Prepare for working sessions with the Board of County Commissioners to review best practices, the local landscape, and a variety of solutions for increasing affordable, high- speed, safe internet for those currently disconnected 7. In coordination with the IT Leadership team and local partners, create specific short, medium, and long-term strategies, align funding, and create performance metrics to track success 8. Research and provide written analysis of relevant broadband state and federal legislation, rulemaking, and funding opportunities and identify areas of opportunity for action 9. Use mapping tools such as GIS, previous studies, and local data to become fully familiar with the residential and business broadband market in the County and identify high need areas 10. Advise the IT Leadership Team and County Manager Office on policy opportunities to create, promote, and encourage equitable, affordable access to broadband services 11. Provide educational materials for stakeholders to synthesize and simplify technical, economic, and competitive trends in the broadband industry to assist decision makers in making broad policy decisions 12. Participate in local and statewide broadband committees and workgroups and track and report on progress of partnerships and initiatives 13. Partner with bureau, federal, state, local, tribal, and telecom and other business partners to identify areas of collaboration and efficiencies 14. Identify and apply for relevant grants and funding opportunities to meet broadband goals for Clark County 15. Work closely with other jurisdictions that have a role in broadband deployment and adoption, such as the state, cities, RTC, the local school districts, economic development agencies, and public housing 16. Lead implementation, meet deadlines and track progress and budget of designated projects

Minimum Qualification: Must have familiarity with Clark County’s infrastructure, digital broadband adoption programs, private sector partners, and key strategic initiatives to bring high-speed affordable internet access throughout the County. Must have working relationships with Clark County’s infrastructure suppliers including but not limited to Amplify Systems Integration, Geotel Communications, HR&A Advisors, Switch and Zayo Fiber. Must live in Clark County, work in office and travel to designated sites as required. |
