Summary:
Join the Texas Health and Human Services Commission as an Enterprise Architect to lead the design and implementation of secure, scalable, cloud-native solutions aligned with agency goals. This hybrid role focuses on developing infrastructure strategies across Azure, AWS, and GCP while guiding enterprise cloud migrations and AI/ML solution architectures. You’ll translate complex business needs into technical designs, ensuring compliance with regulatory standards and leveraging services like IaaS, PaaS, SaaS, and containerized platforms. Ideal candidates bring 10+ years of cloud and enterprise architecture experience, deep knowledge of AI/ML platforms, and strong communication skills to drive innovation and stakeholder collaboration.
 
DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Enterprise Architect 3, hereafter referred to as Candidate(s), who meets the general qualifications of Enterprise Architect 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

Responsible for translating the client's business requirements into specific systems, applications or process designs with interlocked financial modeling for very large complex technical solutions. Analyzes customer service requirements and designs service solutions to meet those objectives. Primary expert to construct the specific solution, scope document, risk profile, and corresponding financials. Maintains and utilizes detailed industry and internal services knowledge in the construction of industry-leading services solutions, including expert working level knowledge of the processes, technologies, and people components involved in the services arena. Uses expertise to construct specific and detailed solutions that encompass process, technology, and staffing plans for customer sales opportunities. Constructs risk assessments and corresponding remediation plans relative to complex services proposals. Participates in the construction of detailed financial models that align with complex services proposals. Composes Statement of Work or other documents, using departmental automation tools as available, to craft detailed and accurate deliverables that specify processes, technology, staffing, and project management involved in proposed services solutions. As needed, provide a "trusted expert advisor" role as a Subject Matter Expert for technical services, to both internal and external customers, ranging from formal advice to internal and external customer presentations. Follow all organizational Standard Operating Procedures relative to cost modeling, approvals and reviews, and all other associated workflow and deliverables.

 

The enterprise architect will be responsible for:

• Design and maintain enterprise-level architecture that aligns with organizational goals and technical requirements.

• Develop scalable, secure, and resilient enterprise infrastructure, ensuring adherence to best practice.

• Evaluate current infrastructure and identify components for cloud migration, creating a detailed migration strategy including timelines and resource allocation.

• Implement and validate migration processes to ensure data integrity and system functionality.

• Ensure compliance of architecture with industry standards and regulatory requirements.

• Collaborate with stakeholders to understand business needs and translate them into technical solutions.

• Advise on AI/Machine Learning/Deep Learning and generative AI projects, mapping relevant Azure, Google, and AWS services.

• Analyze AI services to extract technical and business insights that inform reference architectures, runbooks, and training content.

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
10 Required experience architecting enterprise application solutions across on-premises and cloud infrastructure
10 Required architecting solutions in one or more of the cloud platforms: GCP, Azure, and AWS.
8 Required developing cloud native application architectures across leading cloud platforms.
8 Required architecting solutions that utilize fit-for-purpose service models such as IaaS, PaaS, and SaaS
8 Required experience in all phases of Machine Learning, Artificial Intelligence and Deep Learning solutions using Azure or AWS or google technologies.
8 Preferred Strong understanding of virtual networks, VPNs, DNS, load balancers, and firewalls.
8 Preferred Understanding of cloud security frameworks, encryption, identity and access management (IAM), and compliance standards like GDPR, HIPAA, etc.
8 Preferred Familiarity with CI/CD pipelines, containerization (Docker, Kubernetes), and infrastructure as code (IaC) tools like Terraform or CloudFormation.
8 Preferred Knowledge of API design, development, and management, including RESTful and SOAP APIs.
8 Preferred Knowledge of microservices, serverless architectures, and cloud-native application development.
8 Preferred Excellent verbal and written communication skills to articulate cloud strategies and solutions to stakeholders.
6 Preferred Experience with cloud-based AI/ML services. Examples are Azure Machine Learning, Cognitive Services or AWS SageMaker, Redshift, EC2, Data Pipeline, Kinesis, EMR, Transcribe or Google Cloud Vertex AI, Agent Builder and other AI/ML services.
1 Preferred Cloud Certification eg • AWS Certified Solutions Architect, Azure Solutions Architect Expert or Google Professional Cloud Architect
 
III.  TERMS OF SERVICE
 
Services are expected to start 09/01/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W 51st Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
