Enterprise Architect 3
Summary:
Join our team as a Power Platform Solution Architect to develop and enhance applications for the Texas Education Agency. You'll leverage your expertise in Power Apps, Power Automate, Dataflows, and Power BI to build robust, scalable solutions. This role involves designing applications, performing code reviews, providing technical support, and streamlining workflows. Strong proficiency in C#, JavaScript, RESTful services, and data integration is required, along with experience in security, governance, and version control using Git. This is a 100% remote position with normal business hours. Ideal for experienced developers with Microsoft Power Platform Solution Architect certification.
 
Texas Education Agency requires the services of 1 Enterprise Architect 3, hereafter referred to as Candidate(s), who meets the general qualifications of Enterprise Architect 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Perform advanced development and create process improvements within the Microsoft Power Platform. 

 

• Develop and customize applications using Power Apps, Power Automate, Power Fx, Power Query, Dataflows, and Power BI.

• Design applications using software engineering principles.

• Perform code reviews, especially for less experienced developers, to ensure code quality and adherence to software engineering best practices.

• Provide training and technical support to development team members as needed.

• Estimate work and provide accurate timelines.

• Clearly communicate design ideas and clearly explain the root causes of production issues.

• Document steps for DevOps teams to deploy applications.

• Monitor deployments to higher environments.

• Identify, design, and implement process improvements to streamline workflows and enhance productivity.

• Create and maintain documentation for developed solutions and processes.

 

Qualifications:

• 8 years+ developing solutions using Power Platform tools (Power Apps, Power Automate, Dataflows Power BI) using software engineering principles.

• 8 years+ customizing out-of-the-box Microsoft Dynamics 365 applications/Power Platform solutions using JavaScript, plug-ins, and custom PCF controls.

• 8 years+ development with JavaScript/JavaScript Frameworks.

• 8 years+ development with JSON.

• 8 years+ development with RESTful services.

• 8 years+ development with C#.Net.

• 8 years+ development with data integration.

• 8 years+ implementing security and governance in the Power Platform.

• 8 years+ code branching, merging, and version control using Git.

• 8 years+ estimating work with accurate timelines and resource requirements.

• 8 years+ effectively communicating design ideas, verbally and written.

• Must hold Microsoft Certified: Power Platform Solution Architect Expert certification.

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS

III.  TERMS OF SERVICE
 
Services are expected to start 04/16/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 872 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
 
V.  OTHER SPECIAL REQUIREMENTS
 

• Working experience with developing Power BI reports is highly desired 

• Working experience with Dynamics 365 for Customer Service is highly desired 

• Working experience with Dynamics 365 for Customer Insights is highly desired
