Developer/Programmer Analyst 3
Summary:
Join our team as a Senior .NET Developer to build and enhance dynamic web applications for the Texas Education Agency’s Special Education programs. This fully remote role involves hands-on development, database design, and collaboration with cross-functional teams to deliver robust applications. DESCRIPTION OF SERVICES
Texas Education Agency requires the services of 1 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. The Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

We are looking for a talented ASP.NET Core Developer to join our team and contribute to exciting projects for Special Education funded applications for charter schools and other school districts which also integrate into other applications int the agency to drive business intelligence and web development forward.

 

Job Description:

- Develop, maintain, and enhance web applications using ASP.NET.

- Design, develop, and implement solutions in Microsoft technology including C# Visual Studio, Sql Server (SSMS).

- Develop and maintain Web APIs using .net Core and should have understanding of RESTful APIs.

- Design and maintain DB Schemas and be proficient in SQL queries and stored procedures.

- Experience with implementing responsive behaviour in old asp.net applications

- Familiarity with Entity Framework Core for ORM-based database operations.

- Experience with TypeScript, CSS, Javascript and jQuery, bootstrap, Blazor

- Experience in writing integration tests for APIs and front-end applications as well as unit tests.

- Collaborate with cross-functional teams to define, design, and ship new features.

- Optimize application performance and ensure scalability.

- Troubleshoot and resolve application issues and bugs.

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
8 Required Proficiency in ASP.NET Core and C#.
8 Required Understanding of front-end technologies such as HTML, CSS, JavaScript, and frameworks like Angular or React
8 Required Experience with SQL Server and database design.
8 Required Strong knowledge of unit testing frameworks and tools (e.g., xUnit, NUnit, Selenium)
4 Required Knowledge of RESTful APIs and web services.
3 Required Bootstrap, Blazor and jQuery
3 Required Understanding of Azure SQL Database and its features.
3 Required Understanding of data integration and ETL processes.
4 Preferred Familiarity with Angular CLI, Angular Material, and RxJS
3 Preferred Experience with cloud platforms like Azure.
 
III.  TERMS OF SERVICE
 
Services are expected to start 04/16/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 872 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
 
V.  OTHER SPECIAL REQUIREMENTS

- Experience with cloud platforms such as Azure.

- Knowledge of DevOps practices and CI/CD pipelines.

- Familiarity with Agile/Scrum methodologies.

- Experience in bringing down a cloud based application on-premises
