Position Summary:
The Senior Business Analyst will support the Harris County Flood Control Department’s Flood Warning System by providing customer and solution-oriented business analysis. The ideal candidate will have at least 5 years of senior-level Business Analysis experience and a strong understanding of Agile methodology using JIRA. The role requires proficiency in conducting stakeholder workshops, translating requirements into formal documentation, supporting development and testing cycles, and maintaining detailed project records.
Key Responsibilities:
- Facilitate and document business and functional requirements through stakeholder engagement.
- Lead formal requirements elicitation workshops with internal and external stakeholders.
- Translate business needs into artifacts such as:
- Business Requirements Documents (BRDs)
- Functional Specification Documents (FSDs)
- Workflow diagrams
- Support Agile teams in:
- Requirements grooming
- Sprint planning
- Work item creation and prioritization
- Document reviews
- User acceptance testing (UAT)
- Prepare comprehensive test plans and scripts to support QA efforts and customer sign-offs.
- Maintain up-to-date documentation in repositories to support ongoing and historical development.
- Provide continuous support for enhancements and HCUS project deliverables.
Scheduled Milestones & Deliverables:
- Track and report on completed sprints every 2–3 weeks
- Deliver accurate and up-to-date project documentation throughout all project phases

- Schedule Variance – Adherence to planned schedules and deadlines
- Customer Satisfaction – Feedback from stakeholders and end-users
- Productivity Monitoring – Efficiency and completeness of deliverables
