Systems Analyst 3
Summary:
Join our team as a Systems Analyst specializing in enterprise data analytics and governance for the Texas Health and Human Services Commission. In this role, you’ll manage Informatica tools, optimize data integration, and enhance system performance. Responsibilities include system administration, automation scripting, security management, and supporting large-scale healthcare data initiatives. Ideal candidates have 10+ years of experience in data analytics, expertise in Informatica administration, SQL proficiency, and strong scripting skills. This hybrid role (4 days remote, 1 day onsite) in Austin, TX, requires strong communication, collaboration, and problem-solving abilities to drive efficient healthcare data solutions.
 
Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

 

PMAS/EIM team needs an Informatica tools suite administrator to manage enterprise data analytics, integration, and management, working with data warehouse and data governance technologies, Informatica on premises or hybrid administration experience including installation, configuration, upgrades, patches, problem handling, and business continuity support for: 

· Axon Data Governance

· Enterprise Data Catalog

· PowerCenter

· Data Quality 

· Linux Servers

· Scripting knowledge (Java, Python, Perl, PowerShell, Bash, SQL), including

experience scripting automation of system tasks, schedules, and deployment activities

II.  CANDIDATE SKILLS AND QUALIFICATIONS

4 Preferred Security vulnerability management and related patching
4 Preferred Configuring EDC and Axon, including glossaries, dashboards, data quality and discovery features, and advanced scanners
4 Preferred Knowledge of source-to-target data lineage mapping and automated harvest methods
4 Preferred Proven ability to implement data integration best practices and conventions
3 Preferred Experience configuring SSO technologies for Informatica
3 Preferred Proficiency in reading data payloads in JSON and XML format
3 Preferred Understanding of IT data security including certificates and ciphers
2 Preferred Experience with Informatica Intelligent Cloud Services (IICS)
2 Preferred Experience with Azure and Windows administration
2 Preferred Knowledge of cloud infrastructure solutions (Azure, AWS, OCI)
2 Preferred Experience using Jira
1 Preferred Experience with large-scale data Infrastructure as a Service (IaaS) environments
1 Preferred Demonstrated understanding of DAMA DMBOK data management framework
1 Preferred Experienced in Scaled Agile Framework (SAFe) methods of system delivery lifecycle (SDLC)
1 Preferred Experience using Git version control system and GitHub
 
III.  TERMS OF SERVICE
 
Services are expected to start 03/17/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1024 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 N. Guadalupe Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
 
V.  OTHER SPECIAL REQUIREMENTS
 

**HHSC MAX NTE Rate: $110.00/HR for this position**

TERM OF SERVICE (Required)

Services are expected to start on or around Mach 17, 2025 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,024 hours for FY25.

 

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

 

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

 

WORK HOURS AND LOCATION (Required)

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 4601 N. Guadalupe, Austin, Texas 78751.

Position will be 4 days remote with 1 day (Wednesdays) required to be onsite at the location listed above. Program will only accept LOCAL ONLY candidates for this position. 

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
