Digital Regulatory Assurance System (DRAS) Program

Scope:

Environment and Parks Alberta (EPA) ministry under the government of Alberta has embarked on an ambitious business transformation program. The business transformation aims to revisit / redefine business processes contained within the many acts (i.e.., Water Act, Public Lands, Environmental Protection and Enhancement Act, Forestry, etc.) to manage and preserve Alberta's natural resources through adherence to all applicable legislations in the full lifecycle of all activities.

The major outcomes expected from the business transformation are:

• Making it easier for Albertans and the ministry to interact and seamlessly exchange information with each other
• Collect optimal information needed to effectively play the role of the regulator
• Increase focus on regulation and less on collecting data
• Establish processes which are citizen friendly
• Minimize or eliminate red tape with faster and effective regulation

The business processes often need EPA to interact with and jointly regulate involving other regulators such as Alberta Energy Resources and ministries such as Forestry and Parks, etc. making seamless data sharing a critical need.

Duties:

The candidate is responsible for all information and technology (IT) initiatives that are delivered across a program area. Responsibilities include the development of program management strategy/plans, budget/forecast, managing deadlines and dependencies across initiatives, resourcing, and coordination of project team activities within the program. Management of a portfolio of projects that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries enterprise architecture.

• Compile program/ project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable program/project, to ensure business objectives and data integrity are achieved.
• Create and maintain program forecasts throughout the year that reflect approved plans.
• Assist business and program sponsors with the development of program vision and strategic deliverables as required.
• Provide leadership to project teams in establishing strategic planning, program/project definition and overall program communications.
• Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
• Produce and package deliverables for presentation to various internal support teams, steering committee, and other program/project stakeholders.
• Collaborate with business and IT leadership to develop a well-defined program/project plan that clearly states the program/ project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
• Deliver to program/project sponsors a project management office execution plan for a program/project including organization structure with clearly defined roles and responsibilities for all stakeholders.
• Document and report program/project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
• Develop program/project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of program/project tasks.
• Conduct assessments and document benefits realization plans against stated business case stated outcomes and identify opportunities for improvement for future similar program/projects.
• Provide leadership and assistance to business and project teams that require change management and communication support.
• Deliver against standards defined by the project management office and in the absence of standards develop the project management office standards.

Program Planning
• Develop comprehensive project plans, outlining scope, goals, deliverables, and timelines for each priority.
• Drive communication with cross-functional teams to ensure alignment during the planning phase.
• Continuously review and adjust plans as needed to accommodate changes in scope, resources, or priorities.
• Collaborate with leadership to prioritize projects and allocate resources based on business needs and strategic objectives.

Program Execution
• Manage resource allocation and program budgets for transformation programs, including managing relationships with contractors and system integrators.
• Monitor resource utilization and capacity within the assigned area, proactively identifying potential bottlenecks and adjusting allocations as needed.
• Drive development and implementation of a testing plan to validate that all solutions meet the business requirements and quality standards
• Develop and maintain tools and processes for tracking resource availability, commitments, and overall capacity.

Program Communication & Coordination
• Keep leadership / executive team and key stakeholders informed of progress against critical milestones
• Drive the change management for the roll out of our integrated systems, partnering with leadership and business stakeholders to ensure alignment with all other change activities needed to implement our strategy
• Drive communication with cross-functional stakeholders to ensure alignment during planning and delivery.

Escalated Issue Resolution
• Act as a point of escalation for issues impacting team performance or project delivery, working with stakeholders to identify and implement solutions.
• Provide guidance and best practices to team members on effective issue resolution and risk mitigation strategies.
• Foster a culture of proactive problem-solving and continuous improvement within the program management team.

Collaborations with IT Implementation partners
• Collaborate with the partners to develop and implement strategies for seamless integration of solutions
• Share insights and lessons learned from previous projects to improve overall delivery processes.
• Establish clear communication channels between program management and all teams to ensure transparency and alignment.

Data Analysis
• Collect and analyze relevant data to identify trends, risks, and opportunities for improvement within the program area.
• Develop and present regular reports to leadership, highlighting key insights and providing actionable recommendations for course correction.
• Implement data-driven decision-making processes within the program management team to ensure informed and effective planning and execution.

Governance
• Establish and maintain standardized processes and guidelines for program management within the assigned area.
• Provide ongoing training and support to team members in the adoption of best practices for planning and execution.

Equipment requirements:
• Resource will require own equipment

Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.

In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.

The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.

Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.

Resource will work remotely.

Incumbency:
• This is a net new role.

Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
• A standard criminal record check will be required before we start the Enhanced Security Clearance process.

Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
