DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 2 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Job Description

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

 

Additional job details and special considerations

· Minimum 8 years' experience with enterprise data analytics, integration, and management, working with data warehouse and data governance technologies

· Minimum of 8 years’ Informatica on premises or hybrid administration experience including installation, configuration, upgrades, patches, problem handling, and business continuity support for:

· Axon Data Governance

· Enterprise Data Catalog

· Data Quality

· Linux Servers

. Experience building API for Integration of Informatica tools with other tools 

· Scripting knowledge (Java, Python, Perl, PowerShell, Bash, SQL), including experience scripting automation of system tasks, schedules, and deployment activities

· Experience configuring EDC and Axon, including glossaries, dashboards, data quality and discovery features, and advanced scanners

· Knowledge of source-to-target data lineage mapping and automated harvest methods

· Proven ability to implement data integration best practices and conventions

· Experience with Informatica Intelligent Cloud Services (IICS)

· Experience with SQL, DML and DLL for Oracle, SQL Server, and Snowflake

· Experience using Jira

· Demonstrated understanding of DAMA DMBOK data management framework

 

Preferred:

 

· Experience configuring SSO technologies for Informatica

· Knowledge of cloud infrastructure solutions (Azure, AWS)

· Proficiency in reading data payloads in JSON and XML format

· Excellent communication, presentation, interpersonal, and organizational skills

· Comfortable working both independently and within cross-functional, collaborative teams

· Experienced in Scaled Agile Framework (SAFe) methods of system delivery lifecycle (SDLC)

· Experience using Git version control system and GitHub

· Experience with Informatica Master Data Management (MDM) including development, design, and platform administration

· Experience with Healthcare data in a government setting

· Experience with Business Intelligence tools such as Tableau, Power BI

· Experience with web service calls and related APIs (SOAP, REST etc.)

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS

8 Required Experience configuring and customizing EDC and Axon, including glossaries, dashboards, data quality and discovery features, and advanced scanners
5 Preferred Scripting knowledge (Java, Python, Perl, PowerShell, Bash, SQL), including experience scripting automation of system tasks, schedules, and deployment activities
5 Preferred Proficiency in reading data payloads in JSON and XML format
3 Preferred Experience with Business Intelligence tools such as Tableau, Power BI, and Business Objects
3 Preferred Informatica on premises or hybrid administration experience including installation, configuration, upgrades, patches
 
III.  TERMS OF SERVICE
 
Services are expected to start 04/28/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 856 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 W Guadalupe Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
