Technical Lead / Project Coordinator

Role Summary:

 The Technical Lead / Project Coordinator will be responsible for overseeing the entire engagement, ensuring the delivery of high-quality application support and enhancement services for approximately 80 City of Santa Cruz applications. This role bridges technical expertise and project coordination, serving as the primary liaison with the City’s Assistant IT Director and key stakeholders.

Key Responsibilities:

  • Lead and coordinate all project activities, ensuring alignment with the City’s objectives and timelines.

 

  • Manage a multi-application portfolio, including COTS systems such as Eden, Central Square TrakIT, Hylands OnBase, and Tyler Cashiering.

 

  • Oversee cross-functional technical teams, ensuring seamless collaboration across application support, database, integration, and reporting functions.

 

  • Ensure compliance with City IT standards, security protocols, and single sign-on (SSO) requirements.

 

  • Track project progress, manage risks, and provide regular updates to City leadership.

 

  • Review, approve, and ensure the quality of deliverables, including configurations, enhancements, reports, and integrations.

 

Qualifications & Experience:

  • Experience:

 

    • 10+ years in IT application support and management.

 

○ 5+ years managing and leading large, multi-application environments for government or large enterprises.

 

○ Proven record coordinating cross-functional technical teams.

 

○ Familiarity with the Microsoft technology stack (.NET, SQL Server, SSRS/SSIS).

 

○ Deep understanding of the COTS application lifecycle (implementation, configuration, support, and upgrade).

 

  • Education: Bachelor’s degree in Information Technology, Computer Science, or related field (Master’s preferred).

 

  • Certifications (Preferred):

 

    • PMP (Project Management Professional) or PRINCE2.

 

○ ITIL v4 Foundation or higher.

 

○ Microsoft Certified: Azure Administrator Associate or Database Administrator Associate.

 

 

  1. Application Support Analysts (2 positions)

Role Summary:

 Application Support Analysts will be responsible for day-to-day operational support, configuration, troubleshooting, and enhancement of the City’s enterprise applications, ensuring optimal performance and user satisfaction.

Key Responsibilities:

  • Provide application administration, configuration, and user support for COTS platforms such as Eden, Central Square TrakIT, Hylands OnBase, Tyler Cashiering, and AIMS.

 

  • Troubleshoot application issues, working with vendors and internal teams to resolve them quickly.

 

  • Implement configuration changes to meet evolving business needs.

 

  • Assist with ad-hoc and scheduled reporting using Crystal Reports and SSRS.

 

  • Document application changes, configurations, and operational procedures.

 

Participate in application upgrades, testing, and validation.

 

Qualifications & Experience:

  • Experience:

 

    • 5+ years in enterprise application administration & support.

 

○ Hands-on experience with at least two of the City’s key platforms.

 

○ Strong troubleshooting skills for application, configuration, and data-related issues.

 

○ Exposure to Crystal Reports and SSRS for minor modifications and adjustments.

 

  • Education: Associate or Bachelor’s degree in IT or related field.

 

  • Certifications (Preferred):

 

    • ITIL v4 Foundation.

 

○ Vendor certifications in Eden, Hylands OnBase, or relevant platforms.

 

 

  1. SQL Database Administrator / Developer

Role Summary:

 The SQL Database Administrator / Developer will be responsible for the design, administration, performance optimization, and security of Microsoft SQL Server databases supporting the City’s applications and integrations.

Key Responsibilities:

  • Administer Microsoft SQL Server databases, ensuring high availability, performance, and reliability.

 

  • Design and develop T-SQL scripts, stored procedures, and functions for application and integration needs.

 

  • Perform database performance tuning, capacity planning, and proactive monitoring.

 

 

Implement and manage backup, recovery, and disaster recovery strategies.

 

  • Support data migration and cleansing efforts for application upgrades or replacements.

 

  • Ensure compliance with City security policies, including SSO and encryption protocols.

 

Qualifications & Experience:

  • Experience:

 

    • 7+ years in Microsoft SQL Server administration and T-SQL development.

 

○ Proven experience with SSRS, SSIS, and data integration pipelines.

 

○ Expertise in database performance tuning and security hardening.

 

○ Experience with government or enterprise-scale database environments.

 

  • Education: Bachelor’s degree in Computer Science, Information Systems, or related field.

 

  • Certifications (Preferred):

 

    • Microsoft Certified: Azure Database Administrator Associate.

 

○ Microsoft Certified: Data Analyst Associate.

 

○ Security+ (for database security best practices).

 

 

  1. Integration & RPA Specialist

Role Summary:

 The Integration & RPA Specialist will design, develop, and maintain application integrations and robotic process automations to improve efficiency, reduce manual effort, and enhance interoperability between the City’s systems.

Key Responsibilities:

Develop, maintain, and troubleshoot integrations between COTS applications and external systems (API, SFTP, ETL).

 

  • Implement and maintain RPA workflows using BluePrism or equivalent platforms.

 

  • Create SSIS packages and other automation scripts for data exchange and processing.

 

  • Work with application teams to identify automation opportunities and process improvements.

 

  • Ensure all integrations comply with City security protocols and data governance standards.

 

Qualifications & Experience:

  • Experience:

 

    • 5+ years in application integration development (API, SFTP, ETL).

 

○ 3+ years in RPA platform development (preferably BluePrism).

 

○ Strong SSIS and scripting skills (PowerShell, Python preferred).

 

○ Experience in integrating disparate municipal or enterprise COTS systems.

 

  • Education: Bachelor’s degree in IT, Software Engineering, or related field.

 

  • Certifications (Preferred):

 

    • Blue Prism Developer or Professional Developer Certification.

 

○ Microsoft Certified: Azure Integration Services or Data Engineer Associate.
