DESCRIPTION OF SERVICES

Texas Department of Public Safety requires the services of 1 Technical Writer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Technical Writer 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Public Safety.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Public Safety  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Public Safety will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

 

Develops and maintains user and technical documentation and project process documentation for Information Technology Teams. Understands the user’s view of applications and/or technology and is able to put procedures in a logical sequence. Provides expertise on technical concepts of applications and /or user groups and structuring procedures in a logical sequence, due to a broad understanding of the applications. Writes a variety of technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses. May be responsible for coordinating the display of graphics and the production of the document.

 

Performs highly advanced (senior-level) technical writing work coordinating the composition, organization, and editing of compiled information. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex technical writing work and may prepare and refine material for speeches and public presentations.

 

Aid IT in documenting the environment, policies, procedures, and plans of the IT Division. Work involves conducting detailed analysis of and extensive research on data, providing results, and monitoring and implementing data quality. Develop and implement customer-centric metrics and reporting. Support performance, quality, and improvement efforts to help streamline processes through data analysis and visualization. Manage the analysis of data and embrace evaluative thinking that includes posing thoughtful questions about data, getting feedback from key stakeholders, and using data to support staff, programs, and operations. 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:

Years Required/Preferred Experience
8 Required Experience in composing, reviewing, and editing technical documents, policy manuals, procedural documents, operational guidelines, materials, and reports.
8 Required Previous experience researching, developing, and disseminating information on techniques for organizing and presenting policy, procedure and technical information.
8 Required Ability to consult with technical staff in the development of documentation, policy and procedural material.
6 Required Previous experience preparing responses to correspondence, reports, surveys, questionnaires, and other requests for information
6 Required Experience creating and presenting policy and procedure updates, reports, options and feedback to upper management and C Level stakeholders.
5 Preferred Previous technology writing experience in the public sector
5 Preferred Knowledge of IT policies and procedures
 
III.  TERMS OF SERVICE
 
Services are expected to start 06/20/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 800 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Public Safety. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 5805 North Lamar, Austin TX. 78752. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Public Safety will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Public Safety.

7.     Technology (computers/hardware/software/operating systems) Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 

8.     Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

9.     Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
