Summary:
Join the Department of Health’s Innovation and eHealth Branch in Fredericton as a Senior Project Manager leading high-impact digital health initiatives, including the modernization of the New Brunswick Insulin Pump Program (NBIPP). You’ll oversee the transition from MS Access to Salesforce, manage cross-functional teams, ensure successful delivery of strategic health projects, and report directly to senior leadership. This full-time, onsite role (with potential for hybrid flexibility) requires strong project execution, communication, and stakeholder engagement skills. Ideal for experienced PMs with a background in healthcare IT, scope and budget oversight, and end-to-end project leadership across multiple delivery phases. Two-year term with possible extension.
 
 

 Background

 

The Innovation and eHealth Branch (IEH) of the New Brunswick Department of Health (DOH) is responsible for overall alignment and integration of innovation and technology within the overall health strategy to achieve optimal health system performance and quality care for all citizens of New Brunswick as well as to ensure the appropriate delivery of information technology services by Service New Brunswick to DOH and system users.

 

NBIPP

The New Brunswick Insulin Pump Program (NBIPP) supports New Brunswickers living with Type 1 diabetes who are medically eligible for insulin pump therapy. The program seeks to assist individuals in obtaining fair and affordable access to a range of insulin pump devices and the basic operating supplies. Additionally, NBIPP assists individuals requiring intensive insulin therapy delivered via pump therapy or multiple (3+) daily injections, in accessing continuous glucose monitoring sensors.

 

The NBIPP has undergone a process improvement which covered the expansion of the program and upgrade to the existing MS-Access technology solution. Phases 1 and 2 of this expansion have been completed. Phase 3 has yet to begin.

 

Phase 1 was completed in December 2023 and resulted in the expansion of the program to increase the number of clients eligible to participate in the IPP by removing the age cap that was set at 25 years of age. Additional changes included: making the program to be a payer of last resort and added support for continuous glucose monitoring (CGM) appliances in addition to insulin pumps and pump supplies. These changes required substantial changes to the existing Medical and Client PDF application forms.

 

Phase 2 was completed in summer of 2024 and resulted in the Client Intake form moving from paper/PDF to an online form allowing application information to move directly into the MS-Access database. This change eliminated the need for the program administrator to manually enter Client information. New reports were also developed, and changes were made to the MS-Access database to receive the data from the online form.

 

Phase 3 will transition the IPP application from the existing MS-Access database to the Salesforce platform on one of Health’s existing Orgs.

IEH is seeking the services of a Senior Project Manager (PM3) to lead the NBIPP project to full delivery this year.  The Senior PM will also lead other eHealth initiatives within the Department.  The Senior PM will report to the Senior Digital Health Advisor.

 

Activities include but are not limited to the following:

·         Lead project teams;

·         Responsible for the execution and overall success of assigned projects including all aspects of Project Management as per DOH’s Project Management Framework;

·         Work with the various stakeholders (Business Teams, Application Support Teams, DBAs, vendors, other development teams, etc.) to ensure successful development and implementation;

·         Presentation of project status reports to senior management and stakeholders;

·         Presentations to external stakeholders, special interest groups, etc.

 

Tasks and deliverables include but are not limited to the following:

·         Provision of oversight and direction to assigned projects to ensure execution of their duties and delivery including:

a.       Project scope, schedule and cost management using project management methodologies;

b.       Project timeline and resource planning and monitoring;

c.       Budget planning and monitoring;

d.       Communication planning, coordinating and implementation;

e.       Issue and risk management to address areas of concern, changes in scope and budget overruns;

f.        Team management including internal and external resources;

g.       Preparation of status reports.

·         Regular reporting to DOH Executive Management as required;

·         Attendance of, and reporting to, Steering Committee Meetings of individual projects.

The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training prior to commencing the assignment

The duration of the engagement will be full time, beginning May 12, 2025, for 2 years.

DOH reserves the right to truncate the engagement, as needed.

There will be one (1) optional 1-year extension available at the approval of the Department of Health, Strategic Procurement, and the Vendor.

The resource must be available to work on-site, full time in Fredericton.  At the discretion of DOH, a blend of on-site and off-site may be considered after the resource has been adequately integrated to the work.  Office space with current technology and access to necessary information will be provided in RBC Place, Fredericton, NB for the duration of the engagement.

 

If the proposed resource is based outside of Fredericton, it is the vendor’s responsibility to pay for the employee’s travel time and costs to and from their place of business (or home) to Fredericton.

 

If travel within the province is required, the Department will pay for travel outside of our area of business (Fredericton) as part of this assignment.  Travel, meals, and lodging expenses will be reimbursed at the Province of New Brunswick employee travel rates.
