Scope:
The Data Centre of Excellence Unit requires the support of contingent labour in order to deliver data strategy roadmap items.
The Government of Alberta’s (GOA) data strategy implementation leverages a cloud-based Data Fabric approach to organizing and managing GoA data assets. The Data Centre of Excellence unit is expected to support the delivery of various data products and services (e.g. analytical models, data dashboards, visualizations, etc.). This will enable data access to GoA stakeholders in support of critical analytical, policy, and legislative functions, processes, and activities.
As a Data Technology Strategist, this role will share insight and experience into data platforms, data architectures, and data product development technologies. This position will be support a data center of excellence that delivers data products and services to enable data access, analytics and data product delivery, which support data-informed decision making. This role works with other individuals within the Data Centre of Excellence Unit, and across the organization, to effectively deliver data products as enterprise data assets. The role focuses on enabling the delivery of data products and services using modern technologies and practices with agility and focus on business outcomes, innovation, and transformation to ensure data is treated as a corporate asset.
The position works with leadership and various stakeholders, including architects and external partners in supporting the enablement of the GoA’s federated data ecosystem. This will include assessments, presentation, mediation and negotiation to/with clients, vendors, peers and decision makers in order to achieve consensus in understanding of complex data relationships.
The efforts of this role will improve access to and informed use of GoA data assets both within and outside of government in support of policy analysis, program planning, and decision-making. This role will require the ability to think and work tactically across the organization, as well as diving deeper into data topics related to data architecture, data platforms, data access, and data governance to support the GoA Data Strategy. The role supports Data Centre of Excellence Unit's data service delivery by working collaboratively with data product developers, data architects, data engineers and data scientists on variety of data initiatives to ensure optimal data delivery architecture is consistent throughout ongoing projects.
Duties:
General Responsibilities (any or all):
- Lead discussions, meetings and workshops, as needed, with leaders/staff, partners, stakeholders, end-users, etc. to understand business direction and enterprise data/information technology requirements and their value
- Design and deliver enterprise and solution technology architecture related to data platforms.
- Assess technical requirements for variety of business initiatives, and provide architecture expertise, consultation, and recommendation to colleagues and clients (e.g., decision-makers, project teams and stakeholders), as directed by management.
- Model Proof of Concept solutions in an agile environment, including integration and orchestration approaches to operate data products and services effectively and efficiently with available resources.
- Provide guidelines for technology adoption and implementation (i.e., cloud migration, application modernization, data modernization).
- Review solutions and designs of peers, including data models and pipeline design, and provide appropriate feedback including performance optimization.
- Provide thought leadership, and drive architecture and the design of Data Management & Analytics solutions.
- Understand business strategies and priorities and translate those into data technology architecture requirements that create high-value data product solutions.
- Plan, design and deliver digitalized, modernized and rationalized information management technology solutions that meet business needs in the context of the GoA data strategy, including Master Data Management (MDM), Data Quality, critical data identification & classification, security and access, data governance etc.
- Evaluate and recommend new technologies and applications to improve existing data product management, optimize costs, and reduce development time.
- Support the development and adoption of best practices in data management, which includes data governance, data sharing, data integration, data quality, common data and standardized methodologies.
- Guide consultation with clients and staff, as needed, on data services and provide leadership and direction on integration and pipeline design.
- Coach, mentor, and empower staff to use creative thinking and develop innovative solutions.
- Support a client centric and service-oriented spirit and delivery approach across the team.
- Support the cultural shift towards data as a strategic asset.
- Foster data solution innovation as well as continuous improvement.
- Ensure effective stakeholder engagement within the areas of responsibility ensuring an effective solution balance of enterprise and client centric needs.
- Initiate and maintain effective working relationships and partnerships with various internal and external stakeholders across the organization.
Deliverables:
- Specific deliverables and due dates will be determined by the client team in conjunction with project management.
- Status reports - weekly and monthly.
Equipment requirements:
• Resource will require own equipment
Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
In the event that, the Contractor’s resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.
Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location:
Resource must be willing and able to work full-time, in-person in client office(s) in Edmonton, Alberta and/or work remotely, at the client's discretion. (No funding will be provided by the client for relocation or travel to work or meetings.)
Incumbency:
• This is a net new position.
Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
