Texas Health and Human Services Commission requires the services of 1 Software Developer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Researching, designing, implementing and managing software programs. Testing and evaluating new programs. Working closely with other developers, UX designers, business and systems analysts.

 

Additional job details and special considerations

Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming. This role will be responsible for participating in the completion of deliverables according to the definition of done for this Agile team. This position will require hands-on experience programming applications in Salesforce. The development team follows Agile (Scrum), and this role should have experience with Agile methodologies. The daily operations of this position will include documentation of the solutions, analysis, problem resolution, design, development, communication with other team members, and participation in solution delivery, and other responsibilities required for the unit operations. Supports applications in multiple environments with coding testing, peer reviews, documentation, defect root cause analysis, and troubleshooting as required. Available for on-call support as needed.

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:

Years Required/Preferred Experience
8 Required Experience in Salesforce in writing Apex programming, Visual force pages, Apex triggers, Aura Components, and lightning web components. Knowledge in implementing solutions using configurations (no-code) such as Flows, process builders, workflow Rules.
8 Required Experience in Software Development Lifecycle (SDLC) process, coding standards, change control, and version management. Experience in assessing Salesforce.com architecture and provide secure, high-performance technical solutions on the Force.com platform.
8 Required Experience in all End-to-End technical aspects of a Salesforce.com program: classic to lightning upgrades, data migrations, systems integrations, 3rd party applications, and custom development
8 Required Experience in implementing various authentication protocols (oAuth) to integrate 3rd party applications. Experience in core web technologies including HTML5, JavaScript, jQuery, and web services (REST & SOAP, JSON & XML, etc.).
8 Required Experience with integrating Salesforce with cloud-based applications and on-premises applications using standard and custom REST APIs. Visualforce, LWC, Aura, Apex, HTML5, and JavaScript within the Salesforce.
1 Preferred Experience in DevOps technology including CI/CD pipeline and build and deployment tools such as Flosum, Git.
1 Preferred Experience in creating custom Reports and Dashboards in Salesforce.
1 Preferred Agile Software Development Methodologies Experience
 
III.  TERMS OF SERVICE
 
Services are expected to start 03/10/2025 and are expected to complete by 05/17/2025. Total estimated hours per Candidate shall not exceed 865 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W 51st Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
 
V.  OTHER SPECIAL REQUIREMENTS
 

**HHSC MAX NTE Rate: Up to $135.00/HR for this position**

TERM OF SERVICE (Required)

Services are expected to start on or around March 10, 2025 and are expected to be completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 865 or less hours for FY25.

 

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

 

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

Position is hybrid and will be required to work in our Austin Office.  Program will only allow candidates who are local. (Surrounding area from Austin, TX). 

Position is hybrid. Program will only allow candidates who are within the City of Austin or the surrounding cities. (LOCALS ONLY).  20% travel into the office is required. The tentative workdays are as follows below.

 

Onsite: Thursdays (tentative) this can be subject to change.

Remote: Mondays-Wednesdays, Fridays (tentative) this can be subject to change.

 C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
