DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 4 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

The Business Analyst III reports to the Director of Administration and is responsible for defining business solution recommendations and translating business objectives into detailed requirements to support the solution. This person is adept at assimilating, integrating, and interfacing technical knowledge with business/systems requirements. The Senior Business Analyst produces functional requirements, use cases, data mappings, data dictionaries, software specifications and systems scope documentation. This person may also be responsible for writing test plans, test cases and UAT quality assurance work. When necessary these individuals should also be able to lead teams of analysts to facilitate, document, analyze data, integrate and train business users throughout the project development life cycle. Able to conduct various types of work in varied client environments, with multiple teams; including business and technical teams, and produce results. Develops frameworks to address client problems; identifies issues, dependencies; develops problem-solving approaches to minimize pitfalls. Leverages business and data skills and knowledge; performs thorough, accurate analysis; guides team in developing recommendations. Structures client documents and manages writing process; writes key sections of client documents. Partners with technical leads to facilitate systems development; understands the development process (requirements gathering, design, code, test, deploy). Can work with the development team to define a best practice model from beginning to end for the development effort. Comfortable with ambiguity; flexible and able to be effective while managing multiple tasks and priorities. Responsible for user facilitation, business process analysis, data analysis, requirements documentation and testing. Facilitates users or program staff to reach alignment; designs, conducts, and documents meetings effectively. Analyzes and documents current business process; translates business requirements into functional specs, defines and recommends new processes: using process flows, activity diagrams, swim lanes, use cases as needed and acting as a liaison between business users and technical developer. Capable of documenting data dictionaries, data requirements for input forms, developing test data and tracing functional data items back to originating data sources. Analyzes data and trends, define reporting KPIs and metrics, works with technical teams to develop reports in tools such as Tableau and Cognos. Develops test plans and assists or leads system and user acceptance testing with tools such as JIRA or HP ALM. Capable of effectively presenting and communicating ideas to clients and leading teams to meet project goals. Presents ideas and outcomes successfully with clients; develops effective presentation materials; can present to senior business leaders and users. Clearly communicates with all team members; provides ongoing feedback to team members and client. Generates viable new ideas for business solutions; shows creative thinking, reviews entire process for improvements. Builds consensus and trust among team members; committed to meeting client goals; mentor’s others including clients or junior staff. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Performs related work as assigned.

III.  TERMS OF SERVICE
 
Services are expected to start 05/01/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 640 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 1100 W. 49th Street, Austin, TX 78756. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
 
V.  OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE

Services are expected to start on or around May 1, 2025 and are expected to completed by August 31, 2025. Total estimated hours per candidate shall not exceed 640 hours for FY25.

 

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

 

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

A vendor’s submission of a candidate may be disqualified if:

  • The vendor fails to add the candidate to competitive solicitation, or RFR, in the DIR ITSAC Portal.
  • Another vendor submits the same candidate for the same competitive solicitation, also known as a request of resume (RFR).
  • The vendor submits more than one candidate for the same competitive solicitation, or RFR.
  • The vendor submits a candidate after the response period for a competitive solicitation, or RFR.
  • The vendor fails to format the email subject line properly, when submitting a candidate for a competitive solicitation, or RFR:

In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate. E-verify requirements are outlined in Appendix A, Section P. Immigration, of the Standard Terms and Conditions for Information Technology Staff Augmentation Contract.

Worker must sign an Acceptable Use Agreement as a condition of employment.

Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.

Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement (HHS Form 3834) before a purchase order is issued.

Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.

By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement., Austin, TX 78751

Position is ONSITE at the location listed above (NO REMOTE WORK). Program will only accept LOCAL ONLY candidates for this position.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
