DCH Test Lead
Under limited supervision, manages projects through the full life cycle from project definition and approval through implementation and evaluation of all project deliverables. Provides guidance to the project team. May also serve in a lead role.

The Georgia Department of CommunityHealth (DCH) is in the process of transforming existing legacy MedicaidEnterprise Systems (MES) into modern, loosely coupled, seamlessly integrated, modularsystems where the exchange of data and processes is seamless and automatic. Thisprocurement and implementation represent one of the largest and mostsignificant projects at DCH and will impact millions of Georgians with the goalof improving health outcomes and wellness and improving system performance andefficiency.

 DCH is seeking a highly skilled andexperienced Test Lead to coordinate and lead the testing efforts for theMedicaid Enterprise System Transformation initiative. The successful candidatewill be responsible for developing and executing comprehensive test plans,ensuring the quality and functionality of the application, and managing a teamof testers.

 Duties & Responsibilities:

  • Collaborate withstakeholders to define testing objectives, success criteria, and acceptance criteria.
  • Collaborate /Facilitate with subject matter experts to author test strategies and use casesto exercise the Medicaid enterprise.
  • Coordinate theexecution of multiple test phases including functional user experience,regression, integrations (API and Flat File), reports, and performance testing
  •  Identify, log, andmanage defects through the testing lifecycle, ensuring timely resolution.
  •  Develop, documentand orchestrate detailed test plans, test strategies, and test cases tovalidate the functionality and performance of the application.
  • Coordinate withproject managers, module vendors, business analysts, and development teams tounderstand project requirements and timelines.
  •  Lead a team oftesters, providing guidance on testing methodologies, best practices, and useof testing tools.
  •  Solicit, assess,and recommend test automation tool(s)
  •  Coordinate theutilization of automated testing tools and scripts to enhance testingefficiency and coverage.
  •  Partner with MedicaidEnterprise module vendors and team leads to author cross-module test cases.
  •  Coordinate theexecution of cross-module test cases.
  •  Conduct riskassessments and provide recommendations to mitigate testing-related risks.
  •  Develop andmaintain test documentation, including test plans, test cases, and testscripts.
  •  Monitor and reporton testing progress, including test execution metrics and defect status.
  •  Report testprogress, defects and risk to DCH executive leadership team and projectsponsors
  •  Implementcontinuous improvement initiatives to enhance the effectiveness of the testingprocess.
  •  Partner withorganizational design term to design and resource the Medicaid Enterprisetesting center of excellence

Qualifications/ Preferred Qualifications

·       Strong understanding of software testing principles, methodologies, and best practices.
·       Experience with both manual and automated testing, including the use of testing tools.
