Position Overview
This position is responsible for designing, implementing, and maintaining network infrastructure,
ensuring high-speed connectivity between cloud and on-premise environments, and contributing
to the technical strategy and execution of the Department's initiatives.

working on government projects or within a government environment

Qualifications and Experience
● Bachelor’s or Master’s degree in computer science, Information Systems, or a related field.
Work experience can be substituted for education on a yearly basis (in addition to
experience requirements).
● A minimum of seven (7) years of IT work experience in a Microsoft Azure environment.
● Three to five (3-5) years of experience with cloud infrastructure projects.
● Two (2) or more years of experience with migrations and system optimizations.
● Proven expertise in network planning, architecture design, engineering (hardware and
software), and optimization.
● Experience with cloud networking principles and technologies, including hybrid cloud
connectivity and network virtualization.
● Experience migrating on-premises systems to Azure, including virtual machines, file shares,
and applications.
● Proficient in Microsoft Azure services, including Azure Virtual Machines, Azure Virtual
Desktop, and Azure Files.

● Experience with Azure networking, including ExpressRoute and Virtual Networks (VNETs).
Strong understanding of network architecture, traffic routing, and firewalls.
● Experience with cloud storage solutions and long-term archival strategies.
● Familiarity with data validation, integrity checks, and permissions audits during migrations.
● Knowledge of security measures like encryption, MFA, conditional access policies, and
access controls.
● Experience designing and testing disaster recovery plans, including RPO and RTO
objectives.
● Familiarity with backup solutions and their integration with Azure environments.
● Experience with Azure Monitor, setting up alerts, and ensuring resource optimization.
● Knowledge of auto-scaling and performance tuning for cloud environments.
● Strong documentation skills for creating technical plans, diagrams, and how-to guides.
● Ability to collaborate with a team and communicate technical concepts to non-technical
stakeholders.
● Problem-solving and troubleshooting skills for addressing migration challenges and system
issues.

Technical Understanding
● Deep understanding of network protocols, architectures, and technologies, including
TCP/IP, routing, switching, and security.

security groups, and load balancing.
● Familiarity with network monitoring tools and techniques for performance analysis and
troubleshooting.
● Extensive knowledge of routing protocols (e.g., BGP, OSPF, EIGRP) and their
application in high-speed routing environments.
● Experience designing and implementing high-speed network connections between
geographically dispersed data centers.

○ Virtual Networks (VNets) and Subnets.
○ Network Security Groups (NSGs) and Application Security Groups (ASGs).

○ Azure Firewall and Azure DDoS Protection.

● Experience with on-premise data center networking technologies, including:
○ Network virtualization technologies (e.g., VLANs, VXLANs).
○ Data center switching and routing architectures.
● Storage Area Networks (SANs) and Network Attached Storage (NAS).

● Strong analytical and problem-solving skills, with the ability to troubleshoot complex
network issues and design effective solutions.

SCOPE OF WORK
Network Design and Implementation
● Develop and implement network architectures and designs for cloud and on-premise
environments, considering business requirements and technical feasibility.
● Plan and recommend network hardware, systems management software, and
architecture to support business needs and ensure scalability and performance.
● Configure and maintain network devices such as routers, switches, and hubs for both
cloud and on-premise networks.
● Establish and maintain high-speed connections between cloud and on-premises
environments, ensuring secure and efficient data transfer.
Technical Strategy and Execution
● Contribute to the development of the Department's technical strategy and roadmap,
providing expertise on network infrastructure and emerging technologies.
● Participate in technical evaluations and make recommendations for new network
technologies, products, and services to support business needs.
● Collaborate with IT and business stakeholders to align network solutions with business
objectives and ensure successful project implementation.

Network Monitoring and Optimization
● Monitor network performance, conduct capacity planning, and proactively identify areas
for improvement to ensure optimal network efficiency.
● Troubleshoot network issues, design resolution scripts, and implement solutions to
maintain network stability and reliability.
● Stay abreast of emerging network technologies and industry best practices to
continuously enhance network security and performance.
General Characteristics
Responsible for high-level network planning, design, and optimization. Develops strategies and
direction for network systems solutions using current and emerging technologies (including
wireless). Translates business requirements into network or process designs. Plans and
recommends network hardware, systems management software and architecture. Approves and
modifies network design and architecture to ensure compliance. Configures and maintains
routers, switches, and hubs for the network systems (including wireless). Evaluates and
recommends new products, maintains knowledge of emerging technologies for application to
the enterprise. Monitors network performance, ensures capacity planning is performed, and is
proactive in assessing and making recommendations for improvement. Performs
troubleshooting procedures and designs resolution scripts. May take on role of Project Leader
for special enterprise-wide assignments.
Dimensions
Education:
● Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other
related field. Or equivalent work experience.
Experience:
● A minimum of 7 years of IT work experience in infrastructure/network environments
performing network planning, architecture design, engineering (hardware and software)
and optimization.
Complexity:
Expert/lead technical role. Defines network architectures and design for the enterprise. Works
on multiple projects as a project leader or as the subject matter expert. Works on projects/issues
of high complexity that require in-depth knowledge across multiple technical areas and business
segments. Coaches and mentors more junior technical staff.
