We are seeking an experienced IT Business Analyst with strong Software Quality Assurance (SQA) skills to support the Turbo Plan Modernization Project. This contractor will work closely with Product Owners, Scrum teams, and stakeholders to gather, document, and translate business requirements into actionable user stories, while also designing and executing test plans to ensure solution quality.

Key Responsibilities:

• Elicit, document, and manage business requirements and user stories.

• Conduct gap and process analysis; create workflows and functional specs.

• Support backlog prioritization, sprint planning, and Agile ceremonies.

• Design and execute test plans, cases, scripts; manage defects and UAT.

• Ensure traceability from requirements to test results.

Required Qualifications:

• 5+ years in business analysis and software QA for custom software.

• 5+ years working in Agile/Scrum environments.

• Proven experience using Azure DevOps for backlog and test management.

Preferred Qualifications:

• Experience with Washington State government or environmental systems.

• Familiarity with WCAG accessibility standards, Power BI, and .NET Core.

Work Details:

• Full-time, Monday to Friday (8 AM–5 PM).
