Join the Texas Department of Licensing and Regulation as a Senior Project Manager to lead complex technology initiatives. DESCRIPTION OF SERVICES

Texas Department of Licensing and Regulation requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Department of Licensing and Regulation.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Licensing and Regulation  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Licensing and Regulation will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Texas Department of Licensing and Regulation (TDLR) requires the services of one Project Manager 3 meeting the general qualifications of a Project Manager 2 Category Type, Core Technology and the specifications outlined in this solicitation.

Candidates will work with TDLR to perform complex to advanced project management and oversite, facilitate business analysis work including; documenting business processes, recommending improvement strategies, and developing functional and technical requirements documentation.

Primary Responsibilities:

 •Manage aspects of a technology related project.

•     Ensure project tasks and products follow the development process and quality guidelines while meeting functional, technical, security and contractual requirements.

Work with TDLR staff and contractor staff to coordinate, plan, assign, supervise, and evaluate the work of the project staff in a matrixed organization structure.

•     Manage deliverable content expectations, review processes, and acceptance criteria.

•     Ensure deliverables meet the agreed upon quality and content.

•     Develop and manage project budgets, schedules, work plans, resource requirements, and cost estimates and projections.

•     Ensure team members understand the project standards and be able resolve challenges with the quality of any party's work products.

•     Communicate with the project stakeholders, management, and other relevant parties.

•     Monitor and evaluate third-party vendor and contractor performance.

•     Document detailed system requirements.

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
8 Required Full-time experience in project management. Experience managing large, complex projects throughout all development phases.
8 Required Experience in structured design and development process, scope control, project estimation, risk mitigation, and preventive and corrective actions for overruns.
8 Required Experience managing project activities; establishing project goals and objectives; exercising sound judgment in making critical decisions; analyzing complex information and developing plans to address identified issues; demonstrate negotiation and facilit
8 Required Experience reviewing, analyzing, and evaluating business systems and user and stakeholder needs.
8 Required Experience facilitating and documenting business process mapping and business process reengineering and identifying new applications of technology to business problems that make a business more effective.
8 Required Experience documenting detailed requirements for information technology solutions that will meet program and user needs.
8 Required Experience working directly with Texas state agency as an employee or contractor in a PM role
5 Required Experience writing solicitation documents, including but not limited to Request for Information, Request for Offer (RFO) and Statement of Work (SOW) documents.
5 Required Experience simultaneously collecting requirements across multiple program areas or organizations that are geographically dispersed and that have varying business needs.
5 Required Experience working with DIR and the Data Center Services (DCS) including the implementation of cloud-based solutions
5 Required Experience with Texas Project Delivery Framework method.
1 Preferred Experience with Salesforce
 
III.  TERMS OF SERVICE
 
Services are expected to start 06/02/2025 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 4536 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Licensing and Regulation. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 1106 Clayton lane, Austin, TX 78723. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Licensing and Regulation will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Licensing and Regulation.
 
V.  OTHER SPECIAL REQUIREMENTS
 

On-site presence will be necessary for major portions of the project.
