Project 1: AFRRCS - Program Management Tool

Alberta First Responders Radio Communications System (AFRRCS) requires a system that provides work order management to maintain and support the radio equipment infrastructure that includes asset management, records management, Agency Management (CRM), GIS capabilities and flexible, responsive reporting. A project manager is required to support the project once a vendor is selected.

AFRRCS's mission is to deliver effective and critical communications tools and infrastructure to emergency First Responders in the Province of Alberta. AFRRCS operates 24/7/365 delivering public safety grade radio communications across the province. There are 338 sites with 182 agencies and over 44,000 radio subscriber units. The systems currently in use to manage the provincial network (physical assets inventory and location, work orders, site information, are ageing, costly and not sufficiently robust or interoperable. AFRRCS requires project management support transition activities.

Project 2: Class 1 Learning Pathway - MOVES

The Mandatory Entry Level Training (MELT) program will be replaced by a new program similar to trade certification.

Project 3: Tech Debt Mitigation

To minimize security vulnerabilities within the Government of Alberta’s (GoA) Information Management Technology environment and ensure uninterrupted service delivery, all applications and platforms must be actively sustained and supported. However, many applications are at risk due to software no longer being supported or feasible to upgrade, and high maintenance costs resulting from older design methodologies, platforms and/or software.

Through the Technology Debt Mitigation (TDM) program, the Government of Alberta (GoA) has established an overarching goal of providing secure and reliable digital services to Albertans via robust and sustainable technology. Within Part A: Discovery and Part B: Mitigation, a thorough overview of the current technological landscape was undertaken, and a TDM framework designed to strategically identify and rectify vulnerabilities for 66 critical business applications was created.

Scope:

Technology and Innovation requires Information Technology (IT) professional resources to provide Senior Project Management services for the project delivery of the IMT ministry projects for Modernization and Enhancement of GoA Service Delivery within ministry of Technology and Innovation.

Initiatives to Modernize & Enhancements of GoA Service Delivery of Department application including the following:

Duties:
Project deliverables include requirements gathering, planning, coordination, analysis and project management of IMT initiatives supporting the Technology and Innovation IMT Project implementation. Defining and meeting all scope requirements, budgets and timelines. Ensure all defined business and technical requirements are met.

The Services to be provided by the successful Vendor’s resource also include but are not limited to:
• Coordinate project activities and work with all stakeholders and vendors to ensure a highly coordinated and effective approach to planning and implementation of the Technology and Innovation IMT Project;
• Support other project teams and business areas within Technology and Innovation and stakeholders that are dependent on the Technology and Innovation IMT Project Implementation Initiatives;
• Plan and attend regularly occurring status meetings with team members to track progress, issues, and assignment of action items;
• Manage dependencies, key milestones, and risks for the Technology and Innovation IMT Project Implementation Initiatives;
• Create and deliver presentations using Microsoft products (e.g. PowerPoint) in support of the initiative as requested by the Director, Portfolio Development;
• Prepare briefing notes using Technology and Innovation Templates and Microsoft Word as required;
• Provide assistance and expertise in reviewing and negotiating service requests with the vendor to ensure business needs are met and that Technology and Innovation is receiving good value;
• Advise the Director, Portfolio Delivery on all Technology and Innovation IMT Project Implementation Initiatives matters as they relate to Technology and Innovation.

Equipment Requirements:
• Resource will require own equipment

Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.

In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.


Working Hours: Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• The role will be primarily remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.

Notes on Location:
• This resource will primarily work remotely; however, the resource may be required to attend meetings or work sessions in office on reasonable notice from the Province. At the time of providing such notice, the Province will advise of the expected duration of any such meetings or work sessions. However, time to travel and any associated expenses to and from Edmonton and/or travel within Alberta will be at no cost to the Province.
• The expectation is for the resource to work from the office 1-3 days a year


Incumbency:
• Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.

• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.

Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
