Summary
DSS is seeking a qualified vendor to provide a Data Analyst for the purpose of evaluating grants and grant-funded projects. The selected vendor must support a minimum of 0.5 Full-Time Equivalent (FTE), until September 2029 with the opportunity to extend support to 1.0 FTE based on program needs, through September 2026.
Project Location:
The vendor should identify preference for physical location of the staff identified to work on the project. Virtual meeting capability is a must, as is ability to participate in on-site meetings with Division staff as needed.
Activities include but are not limited to:
Fulfill data analyst duties of the Strategic Prevention Framework (SPF) Partnerships for Success (PFS) grant at a minimum of 0.5 Full-Time Equivalent (FTE) through September 2029, including:
- Implement a data collection and evaluation process for collecting data and performance measures as outlined in the SPF PFS grant.
- Manage, analyze, and synthesize findings, prepare period reports and continue enhancement of statewide data collection and infrastructure.
- Manage the development of the Statewide Community Health Assessment Framework in partnership with Division of Behavioral Health
- Development of a logic model to frame the evaluation framework and methodology.
- Collect and report regional and community-level data to determine progress towards addressing SD SPF PFS prevention priorities.
- Train providers on proper data collection techniques, informed consent, participant protection, and any unique software utilized to facilitate surveys or other feedback mechanisms.
Additional options to include evaluation duties of the Rural Crisis Response and 988 Improvement grants up to 0.5 FTE through September 2026.
- Complete required federal reports.
- Coordinate data collection activities; and
- Complete project evaluation including identification of areas of strengths and gaps/needs.
- Develop an evaluation plan of crisis response systems.
