Project Director
Description:

The Registries Modernization team is taking an agile approach to implementing modernized, innovative, client-centric and sustainable solutions for delivering registries services to all Albertans. Our team is looking for a Project Director experienced in agile project delivery and complex Information Technology (IT) systems. The ideal job seeker will provide innovative solutions to complex challenges and will be responsible for providing leadership and portfolio management support for all five Alberta registries including Motor Vehicles, Land Titles, Vital Statistics, Personal Property and Corporate Registry.

Key Responsibilities will include:
1. Supporting the development and implementation of a project management office for the Registries Modernization project, defining and developing key artifacts and deliverables to ensure consistent monitor, tracking and reporting within each of the registry modernization program areas.
2. Coordinating with program managers and Product Directors to track and manage risks to the overall Registries Modernization project.
3. Providing leadership and guidance to program managers and Product Directors to deliver on the business objectives of each area.
4. Monitoring progress of the Registries Modernization project and provide timely updates to key leadership and governance committees.
5. Coordinating with program managers and Product Directors to ensure all teams have the necessary resources to complete the work.
6. Coordinating with program managers and Product Directors to establish and maintain program timelines; identifying gaps, managing dependencies and milestones, and escalating impacts and risks to timelines to leadership.
7. Coordinating with the Registries Evolution finance team, program managers and Product Directors to develop and manage program budgets.
8. Establishing and implementing reporting mechanisms to communicate progress and risks to leadership and governance committees.
9. Analyzing overall project performance, providing feedback and recommendations, and identifying opportunities for improvement.
10. Other activities as needed to support the successful project delivery of the Registries Modernization project.

Equipment requirements:
• Resource will require own equipment

Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.

Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.

Notes on Location:
If the resource is working remotely, the resource must be available for onsite meetings when required.

Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Frequency of meeting could be up to 2-4 times per year.

Incumbency:
This is a new role.

Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.

Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.

Additional Project Background:
The Registries Evolution branch within Service Alberta and Red Tape reduction (SARTR) in partnership with Digital Design and Delivery division of Technology and Innovation (TI) are leading the modernization efforts for the Motor Vehicle Registry and Land Titles Registry.

Land Titles Registry
The Land Titles Act provides the legislative framework for the department to register land related documents that both create and terminate legal rights in property. The land registration system used in Alberta is based on the Torrens System of land registration and operates under the legislative authority of the Land Titles Act.

Under this system, the Government of Alberta has custody of all original titles, documents and plans and has the legal responsibility for the validity and security of all registered land title information.

Motor Vehicles Registry
The Registrar of Motor Vehicles (MV) is a shared responsibility between SARTR and Transportation and Economic Corridors (TEC). MV includes identity management, vehicle registration, driver licensing, with services provided to Albertans through the Registry Agent Network (RAN). Both Ministries rely on the Motor Vehicle System (MOVES) to support business delivery that includes roadside Law Enforcement, administration of Alberta’s impaired driving framework, and medical fitness for drivers.

Motor vehicle services (Motor Vehicles Registry) enables registry agents to provide Albertans with the ability to register a motor vehicle, obtain a driver's license or identification card, obtain documents for driving history through MOVES, and enables the movement of people and goods that drive economic growth.

Business and Vital Event Registries
The interaction of the Land Titles Registry and Motor Vehicle Registry with the Vital Statistics Registry, Personal Property Registry and Corporate Registry will require modernization of these three (3) registries to enable interfacing.
• The Vital Statistics Registry manages registrations of births, deaths, marriages and legal name changes, including indigenous characters in names or gender markers.
• The Personal Property Registry manages registration of interests against personal property, including vehicles.
• The Corporate Registry manages the identity and status of all businesses and non-profit organizations (societies, charities, etc.) operating in Alberta.
