New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS). This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. The Clinical Standards project aims to support this objective by identifying and developing clinical standards to be adopted across the province and seamlessly integrated into the forthcoming CIS.

 

The department of Health is seeking the services of a Clinical Business Analyst focused on Health Information Management (HIM)to assist with initiatives related to the consolidation of the CIS.

 

 

The Department of Health (DoH) requires Clinical Business Analysts (CBA) to support the CIS Program. The role of CBA encompasses several activities to develop clinical standards for use throughout New Brunswick.  The primary focus is to support the creation of standard order sets, documentation templates and other workflows used by physicians, nurses, nurse practitioners, and other regulated health professionals providing bedside care.

The CBA will be required to work closely with other team members, Subject Matter Experts (SME), and clinical stakeholders in the gathering of business requirements and design of new standards to be adopted province wide. This role serves as a subject matter expert on the impact that CISs and digitization of clinical processes will have on the design of content, workflows, and procedures. 

With the support of the Clinical Team Lead and Project Manager, the Health Information Management Clinical BA will be responsible for:

·Supporting the standardization of HIM specifications, practices and related workflows used throughout the provincial health care system. This includes release of information, legal patient health record, coding, transcription, scanning & archiving, chart maintenance. 

·Acting as a subject matter expert on the impact that the CIS and digitization of clinical processes will have on the design of HIM processes, workflows, and procedures.    

·Facilitating engagement sessions to document current state and engage feedback on future state processes.    

·Working closely with other team members, Subject Matter Experts, and clinical stakeholders in the gathering of business requirements and design of new standards to be adopted province wide.    

·Gathering and define business and system requirements, conduct gap analysis, complete current state, and future design workflows.    

·Supporting seamless adoption of HIM standards.   

·Collaborating closely with project teams to ensure the smooth delivery and implementation of the clinical standardization project, including effective communication plans for stakeholders.   

The chosen individual’s work will be comprised of a mixture of steady state and project-based efforts. 

 

Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.

 

Department of Health will only consider proposals identifying one candidate for the requested role.  If bidding multiple candidates, they MUST be submitted as separate proposals.

 

The Department of Health is looking acquire one (1) Health Information Management - Clinical Business Analyst for this statement of work. 


The successful proponents must deliver the following, to successfully complete the engagement: 

§  Detailed review of existing business requirements.

§  Collaborate with clinical experts to gather input and insights for the development and refinement of clinical standards.

§  Design and develop facilitation sessions to validate the existing requirements and collect net new business and information technology requirement, including gap analysis.

§  Create and maintain detailed process and solution documentation, including workflows, use cases, user guides, and training materials, to ensure seamless adoption of clinical standards.

§  Conduct comprehensive analysis of business and client requirements to support the development, operations, and deployment of the clinical standardization project; recommend and implement solutions to achieve defined objectives, monitoring their effectiveness.

§  Collaborate closely with project teams to ensure the smooth delivery and implementation of the clinical standardization project, including effective communication plans for stakeholders.

The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training prior to commencing the assignment.
