Project Manager
Formulates statements of management, scientific and business problems, establishes procedures for the development and implementation of significant, new or modified computer systems to solve these problems, and obtain approval thereof.
Defines and documents the objectives for the project, determines budgetary requirements, the composition, roles and responsibilities, and terms of reference for the project team.
Manages the project during the development, implementation and operations start up by ensuring that resources from all service areas are made available
Reports progress of the project on an ongoing basis, and at scheduled points in the life cycle to the sponsors of the project.
Evaluates proposed computer systems to determine technical feasibility, functional adequacy, and estimated costs for implementation and operation.
Meets in conference with program managers and other cognizant officials and states problems in a form capable of being solved.
Prepares plans, charts, tables and diagrams to assist in analysing or displaying problems. Works with a variety of scientific, business or engineering tools requiring a sound knowledge of mathematics and management sciences.
Must have a demonstrated capability of managing a team of specialists, analysts and programmers.

 

Background

The Student Financial Services Branch (SFS) of Post-Secondary Education, Training and Labour (PETL) requires a new solution that delivers modern online services that better meet clients needs and enhances the client experience. The current application does provide the client with the ability to submit applications for student financial assistance online, but the process is time consuming and cumbersome. Additional functionality to communicate and pass information between the client and Student Financial Services (SFS) Branch staff is out of date and not fully automated.

 

The goal of this project is to complete the functional design, development, and implementation of a system to modernize and automate requirements. The project will focus on the following: 

·         Online Internet Application - Improve client experience by providing an enhanced user interface and to reduce the time required for assessors to process applications by improving data accuracy and integrity by implementing enhanced data validation.

·         Data Migration – to allow historical data to be available for review purposes.

·         Online Institution Services - Reduce processing time by providing an avenue for Educational Institutions to submit required information related to a student’s program of study in a secure electronic environment. This will decrease the time Educational Institutions (EIs) spend preparing and transmitting forms and reduce the need for SFS staff to complete data entry of information received from EIs. 

·         Automated Administration Services - to provide mechanisms for reporting, client surveys, online application form modification and application troubleshooting.

·         Completing these phases will fulfill the goal of Student Financial Services to improve the client experience and streamline Student Aid related services. It will also enable students to complete the entire student application process online via the NB Student Aid Portal.

·         This position will report to the Manager of Business Application Services.

 

Deliverables

The successful candidate must deliver the following to successfully complete the engagement and must adhere to the SNB Project Delivery Framework:

  • Provide project monitoring and controlling activities (i.e. status reports and dashboards, change requests, PID, risk and issue management, resource time tracking etc.), budget and timeline tracking of projected vs. actuals.
  • Drive structure and content for Project Status meetings and Steering Committee meetings with key Client stakeholders, as well as for all Agile/Project ceremonies.
  • Work with clients and internal teams to define and establish scope and requirements, create solutions, and develop an executable plan, including resource needs, timelines, and costs.
  • Support the project in the creation of development-ready, scoped, and approved user stories. Articulate clearly and unambiguously what needs to be accomplished with a clear definition of “done.”
  • Report status and progress of assigned activities to SNB management.
  • Identify potential non-technical risks and anticipated points of resistance and develop specific plans to mitigate or address concerns.
  • Perform project closure activities (business acceptance of solution, close out of logs and documents, project close report)
  • Other roles, tasks, and duties as assigned.

 

Services Sought

Service New Brunswick (SNB) requires one Senior Project Manager.

The successful proponent will be expected to produce the deliverables described in Section 11.

SNB will only consider proposals identifying one candidate to fill the requested role. SNB will only consider up to two (2) proposals per vendor or agency. If bidding multiple candidates, they MUST be submitted as separate proposals.

Duration/Effort
