Project Manager/Leader - Senior

NOTE: OPP-2 Security Clearances could take approximately 10 weeks to process.

 

 

• Manage, oversee, track, and update large complex projects, including the schedule, risks, and deliverables.

• Provide support to the project team and Ministry partners to complete and manage all required aspects of the project including documentation.

• Work with project team to ensure successful delivery for the Public Safety Radio Network (PSRN) project.

• Supporting the PSRN Program by proactively identifying, communicating, and managing multi-faceted client-facing risks and issues to deliver a superior customer service experience and to support efficient and effective project delivery.

• Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction.

• Developing and presenting ministry-specific dashboards, reports, and other project management collateral.

• Proactively identifying risks and issues pertaining to the assigned work package, developing mitigation options, and presenting these to the overall Project Champions and the Portfolio Team. 

• Establishing trust with vendors, stakeholders, and peer groups across ministries through effective relationship management. 

• Creating or supporting the development/ updating of project artifacts, associated documentation, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs), etc. 

• Ensuring project implementation plans have no adverse impact to public safety operations.

• Financial management of project as necessary or if needed.

• Developing complex network implementation and or transition and migration strategies with cross stream dependencies including vendor activities.

• Developing and implementing network implementation and or transition plans. 

• Managing large-scale, complex, integrated project plans.

• All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. 

• At least 7 years of experience in project management.

• At least 3 years of demonstrated experience in managing large scale public safety radio or telecommunication infrastructure projects.

• In-depth knowledge of, and direct experience applying all phases (concept, definition, planning, implementation, and closeout) of advanced project management concepts, practices, and procedures to a large-scale, complex, high-value projects in order to meet critical timelines.

• Experience facilitating effective meetings; creating and maintaining associated documents including minutes, action items, RACI charts, risk logs, critical path, etc. 

• Proficiency in creating and managing project schedules using MS Project and Excel, developing/ assessing process flows, Visio, and establishing/ reviewing/ updating key performance indicators (KPIs). 

• Ability to proactively identify risks, issues, or problems, gather relevant information, perform analysis, develop options and recommendations; and build reports to support decision-making on project scope, schedule, cost, etc.

• A team player with the ability to coordinate and lead multiple tasks, empower junior staff, monitor progress, provide guidance and hit milestones.

• Leadership aptitude: able to operate tactically and strategically, building relationships within the team and with key stakeholders. 

• Knowledge of radio and/or telecommunications systems.

Public safety radio or telecommunications infrastructure experience in a large public sector entity

• Direct experience working on/ in public safety radio and/or the telecommunications field. 

• Experience working on related large and complex projects.

• Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment.  

• Experience of projects involving, network design, network implementation, civil structures, user equipment distribution, operations, or governance.  

• Knowledge and experience both in strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder, and multiple levels of public sector executive stakeholder project team. 

• Demonstrated experience developing mutually beneficial relationships with public sector entities.

Supplier Comments
NOTE: This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be “Hybrid”, working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager’s requirements for the Project you are assigned to.

Must haves:

 

  • Experience working on projects for the Ontario Government/ Federal Government / Broader Public Sector.
  • Experience leading large scale public safety radio projects.
  • 4-7 years of experience as a project manager leading complex projects.
