Overview
BC Transit is seeking an experienced Organizational Learning and Development (L&D) Specialist with a solid foundation in Oracle Fusion HCM and Organizational Change Management (OCM) to drive the learning, training, and user adoption efforts for our Oracle HCM Cloud transformation. This role is central to ensuring the workforce is equipped, supported, and ready to successfully transition to the new system and business processes.
Background:
The People & Culture CORE (PCC) project aims to transform and modernize the service delivery for Payroll, Core HR, Benefits and Time Management functions by implementing Oracle HCM Cloud. The new solution will deliver tangible benefits by providing comprehensive functionality to centralize People & Culture (P&C) data, optimize processes, offer relevant user-friendly features, and implement effective controls to support cybersecurity and data privacy compliance.
The Project is currently in the final stage of the configuration phase.
Role Description:
Reporting directly to the Project Manager, the L&D Specialist will collaborate with the functional, technical, and business teams to design and deliver the organizational learning strategy. You will champion user adoption through targeted training initiatives, stakeholder engagement, and the development of high-quality training content tailored to various user groups across the organization. Ensuring the workforce is informed, engaged, and capable of adopting new tools and processes.
This is a hands-on role for a proactive and adaptive professional who understands how people adopt technology and process change and knows how to guide them through it.
Key Responsibilities:
- Your responsibilities may include but are not limited to the following:
- Lead the development and execution of the Learning and Enablement Strategy for the Oracle HCM Cloud implementation.
- Prepare a training plan leveraging the change impact analysis and collaborate with business subject matter experts to understand the competencies and gaps across user groups.
- Design, develop, and deliver engaging training content and materials including:
- eLearning modules
- Job aids and user guides
- Instructor-led training (in-person/virtual)
- Quick reference tools
- Implement a super user program to build internal capacity for sustained support post-go live.
- Align training initiatives with organizational change management (OCM) strategies, ensuring messaging and learning are consistent.
- Partner closely with the project management team to assess change readiness, define stakeholder impacts, and implement strategies to drive user adoption.
- Use change management strategy to support individual and organizational transitions.
- Manage and maintain training content repositories and ensure content is updated in alignment with future system enhancements.
- Establish success metrics and evaluate training effectiveness through surveys, feedback, adoption tracking, and continuous improvement efforts.
- Collaborate with the project management team to integrate training timelines with testing, data migration, and go-live activities.
- Provide regular status updates and reports to the project management team.
Qualifications:
- The Oracle HCM L&D Specialist for this project will have:
- Bachelor's degree in education, organizational development, human resources, instructional design, or related field.
- Minimum 10 years of experience in Learning & Development and/or Organizational Change Management in large-scale technology implementations.
- Demonstrated experience supporting Oracle HCM Cloud system implementations
- Knowledge of Oracle Fusion HCM system and processes
- Experience applying OCM principles in the development and delivery of training and communications.
- Strong understanding of adult learning principles, instructional design methods, and modern delivery techniques (e.g., blended learning, microlearning, virtual facilitation).
- Excellent stakeholder engagement and interpersonal communication skills.
- Proficiency with content development and learning tools (e.g., Articulate, Captivate, LMS platforms, MS Office).
- Strong organizational skills and ability to manage multiple priorities in a fast-paced, projectdriven environment.
- Experience in a public sector or unionized environment is nice to have.
- Certified PROSCI Change Practitioner (or equivalent OCM certification) is an asset.
