Specialized IT Consultant - Senior
Responsibilities Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization’s I&IT systems. The I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT. Provides subject matter expertise in their field and highly expert technical assistance. General Skills Acts as the technical advisor/expert on all aspects of a specific deliverable Provide the quality assurance/quality control of specific deliverables Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations Develops processes and procedures for implementing deliverables Prepares reports and presentations including options, recommendations, implementation plans, etc. Works with clients to define the scope of a project and to determine requirements Defines software, hardware and network requirements Analyzes I&IT requirements giving independent and objective advice on the use of I&IT Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems Familiar with change-management principles and methodology Knowledge and understanding of Information Management principles, concepts, policies and practices

Experience and Skill Set Requirements
Description:
Serve as a senior team member as part of the Agile team and support efforts to implement, adopt and sustain Agile processes, principles, and practices;
Serve the scrum team by leading and coaching team self-organization, cross-functionality and aligning to the mandate of delivering value;
Remove team impediments that prevent or hinder team capability and cohesion;
Facilitate discussion, decision-making and conflict resolution;
Advocate for the scrum team across the organization and actively question practices and approaches that are not in-line with scrum theory;
Partner with the Project Manager & Product Owner, working closely with them to effectively create, maintain and groom the product backlog;
Create communication forums for the product owner, scrum team and associated stakeholders to ensure the vision, goals and product delivery commitments are visible and well understood;
Help employees, consultants , vendors and other stakeholders understand and enact scrum as well as empirical and emergent product development, welcoming change that enhances the productivity of the team;
Work with other business/technical areas to facilitate increasing organization maturity and effectiveness in the application of Scrum across the organization.

Provide subject matter expertise and guidance on specific project Prepares training materials, training sessions on project delivery methodology in accordance with guidelines. Acquires, customizes, documents, integrates, communicates and implements comprehensive IT standards and guidelines.

General Skills:
Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
Acts as the technical advisor/expert on all aspects of a specific deliverable
Provide the quality assurance/quality control of specific deliverables
Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations

Knowledgeable and experience in Agile methodology and ability to educate others
Experience facilitating the relationships between the Agile team and project manager, product owner and maintaining a safe working environment for the team by helping with conflict resolution
Experience leading the Agile methodology and development teams in self-organization and identifying and filling in blanks in the framework
Experience mentoring and coaching the teams on removing impediments
Experience capturing feedback and documenting sprint reviews to administer project goals and improve team performance
 

Desirable Skills
Project Methodology certifications such as Agile Coach, Scrum Master, Lean Six Sigma Black/Green/Yellow Belt, etc.

Scrum Master certified and/or demonstrated experience in managing Scrum projects in sprints
Experience in working on Agile developed projects
Scrum Ceremonies including (daily stand-ups, sprint reviews, planning, backlog
refinement, retrospectives and customer journey/story mapping)
Demonstrated experience using Devops to manage backlogs and sprints
Defect management using Devops/Jira on active sprints

Criteria 2: Technical and Project Management Skills - 30%
Advanced skills in Microsoft Project, Office and Visio
Demonstrated experience managing multiple simultaneous Application Development
projects involving cross-functional product teams within budgetary and schedule constraints

Criteria 3: Tools/Technologies - 10%
Experience in development and analysis with Salesforce Public Sector Foundations.
Customized complex applications on Salesforce platform

Criteria 4: Approach/Methodology - 5%
Experience in structured methodologies for the development, design, implementation and maintenance of applications.
Experience with compliance with the Accessibility for Ontarians with Disabilities Act, 2005.
Experience with Government of Ontario – Information Technology Standards (GO ITS) 54 Standards.

Criteria 5: Public Sector Experience - 5%
Experience working on Public Sector I&IT Projects.
