Procurement Specialist (Non-IT) - Intermediate
Description:

The Registries Evolution branch within Service Alberta and Red Tape Reduction is taking an agile approach to implementing modernized, innovative, client-centric and sustainable solutions for delivering registries services to all Albertans. Our team is looking for a Procurement and Contract specialist experienced in developing strategic procurement plans, managing complex procurements, and managing contracts. The successful job seeker, reporting to the Director, Contracts, will work closely with Product Directors, program areas, and other procurement and legal subject matter experts to develop innovative solutions to complex challenges while adhering to government policies and trade agreements.

Responsibilities will include:
Lead the development and evaluation of procurement and contracting plans.
• Through collaboration with Product Directors and program areas, develop and maintain a centralized repository for all contracts supporting the current registry applications.
• Analyze contracts and develop a strategic procurement plan that aligns with the modernization of the registry applications and ensures continuity of services.
• Provide advice on a variety of strategic procurement management issues and recommend strategies to address existing or emerging issues.

Lead consistent, open and fair procurement processes.
• Collaborate with stakeholders to understand their procurement needs and develop solutions that meet their requirements.
• Develop and implement sourcing strategies that align with the organization's overall goals and objectives.
• Complete procurement activities including monitoring relevant agreements to ensure they continue to meet program needs while still remaining economical and efficient and to ensure that quality assurance practices are used, standards are met, and risks are mitigated.
• Develop and manage procurement processes inclusive of developing solicitations and completing evaluation process including establish evaluation criteria, develop evaluation plans, facilitate evaluation sessions, and complete vendor debriefings as required.
• Develop and manage negotiation strategies and plans as applicable.
• Ensure contracts accurately reflect the terms and conditions agreed upon by all parties involved.
• Ensure the implementation of each procurement focuses on policy and legislative compliance, cost transparency, program alignment, and the acquisition of quality services that meet the needs of the Program.
• Ensure financial delegation requirements are met, appropriate approvals are obtained when required, and procurement and contracting activities are aligned with government and ministry policy and directives.

Oversee contract administration, managing changes and updates and monitoring contractor performance:
• Draft, review, and negotiate a variety of contracts, including but not limited to supplier agreements, service contracts, statements of work, and amending agreements as they relate to the acquisition of goods and services ensuring compliance with government policies, trade agreements, and applicable laws.
• Collaborate with legal counsel and other subject matter experts to address complex legal and risk issues and ensure compliance with relevant laws and regulations.
• Monitor contractor’s performance to ensure compliance with commitments outlined in contractual agreements.
• Implement and manage controls to effectively handle changes in scope, terms, conditions, schedule adjustments, delivery, and performance criteria.
• Develop and generate regular reports on contract status, performance, and compliance metrics.
• Complete purchasing and invoicing processes via the Government of Alberta’s One Government eXperience (1GX) solution.

Program Background:
The Registries Evolution branch within Service Alberta and Red Tape reduction (SARTR) in partnership with Digital Design and Delivery division of Technology and Innovation (TI) are leading the modernization efforts for the Motor Vehicle Registry and Land Titles Registry.

Motor Vehicles (MV) Registry Program Overview:
Motor vehicle services (Motor Vehicles Registry) enables registry agents to provide Albertans with the ability to register a motor vehicle, obtain a driver's licence or identification card, obtain documents for driving history through the Motor Vehicle System (MOVES), and enables the movement of people and goods that drive economic growth.
The Registrar of MV is a shared responsibility between SARTR and Transportation and Economic Corridors (TEC). MV includes identity management, vehicle registration, driver licensing, with services provided to Albertans through the Registry Agent Network (RAN). Both Ministries rely on MOVES to support business delivery that includes roadside Law Enforcement, administration of Alberta’s impaired driving framework, and medical fitness for drivers.
MOVES will be replaced with an existing system from another jurisdiction, through a government-government agreement. The new system will require changes and alignment to Alberta’s needs and standards. There will be a year of requirements gathering, followed by engaging a vendor for the implementation of the new system.

Land Titles Registry Program Overview:
The Land Titles Act provides the legislative framework for the department to register land related documents that both create and terminate legal rights in property. The land registration system used in Alberta is based on the Torrens System of land registration and operates under the legislative authority of the Land Titles Act.
Under this system, the Government of Alberta has custody of all original titles, documents and plans and has the legal responsibility for the validity and security of all registered land title information.
Working closely with the Land Titles Office, Registries Evolution is helping to identify opportunities to redesign, innovate and modernize the Land Titles Registry with a focus on moving away from paper-based systems, improving client service, and achieving better user experiences.
Small agile design and development teams are delivering the products that will comprise the new Land Titles cloud based digital services.

Equipment requirements:
Contingent Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.

Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.

Work Location:
Contingent Resource will be working remotely primarily. The Contingent Resource will be required for onsite meetings which include but are not limited to strategic planning, work planning discussions, and meeting with team members, senior managers, directors, executive directors and business clients as required. Frequency of meetings may be up to once per month.

Incumbency:
This is a new contract opportunity.

Standard Background check required
The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record check for the Contingent Resource.

Mandatory Training Courses:
Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training.
