Leads the strategic planning and coordination of ITSM and IGA implementation. Defines requirements, manages stakeholder engagement, and oversees change management and training to ensure alignment with state goals and minimal disruption.
Key Responsibilities:
- Review and validate Process Design Documents, Architecture Diagrams, and business requirements, recommending updates as needed.
- Define and prioritize ITSM and IGA requirements based on user stories and workflows.
- Develop and manage the Work Breakdown Structure (WBS) to ensure timelines are met without compressing testing phases.
- Coordinate with the state's Organizational Change Management (OCM) counterpart to build a Change Management strategy and stakeholder engagement plan.
- Partner with the state communications team to create a communication plan, including timelines, channels, and a RACI matrix.
- Develop a training plan tailored to the implementation needs, including user guides and train-the-trainer sessions.
- Facilitate stakeholder engagement to evaluate training needs and potential system impacts.
- Ensure deliverables meet acceptance criteria and manage the Project Deliverable Acceptance Form (PDAF) process.
- Collaborate with the Software Engineer and Data Analyst to align technical and analytical efforts with overall project goals.
Qualifications:
- Bachelor’s degree in Business, Information Technology, or a related field.
- 4+ years of experience managing large-scale projects, preferably in state government or similar organizations.
- 2+ years of experience with IAM/IGA and Microsoft 365.
- Experience with ITIL 4 and stakeholder management.
- Strong leadership and communication skills for managing cross-functional teams.
- Availability for on-site or remote work as agreed with the state.
