2. THE OPPORTUNITY
This is a procurement for one of, Architect Level 2 as further described in the Requisition and
section 3 of this RFP, to work on the Migration Modernization.
All vendors and Proponents please take note: Unless an exception applies as described in Section
1.28 b), as a condition of Contract finalization the successful Proponent will be required to provide
the Province with a Tax Verification Letter. Please see Section 1.28 for further details. As set out in
Section 1.28, the Province will be unable to finalize a Contract with a Proponent that is unable to
produce a Tax Verification Letter as a part of Contract finalization, if required.
2.1 Project Context
The Migration Modernization project is the planning and technical analysis in support of NCS’s
ongoing migration and modernization of its DNS services, custom applications, and data
management infrastructure. The contractor will also help with the ongoing migration of our existing
application from the BMC Remedy (On Prem) platform to Helix. The project will involve close
collaboration with third-party vendors and internal teams.
The successful consultant will work with government staff and project teams to plan and manage
network services that support government programs.
2.2 Background
The objective of this Request for Proposal (RFP) is to identify and transition the DNS, DHCP, and IP
address (DDI) management infrastructure to an alternative solution. The current DDI management is
supported by a custom application, which relies on the BMC Remedy Action Request System.
The sustainability of the existing solution is under threat due to the impending end-of-life status of
the underlying infrastructure and software. The Province has determined that continuing to
maintain the BMC Remedy software is no longer viable and has initiated a phased migration. This
migration is part of a strategic decision to retire BMC Remedy.
The Network Connectivity Services (NCS) team utilizes this infrastructure. NCS has identified and
selected a cloud DDI solution and looking for support to manage the migration.
The successful vendor will support the migration process, ensuring minimal disruption and alignment
with best practice.
2.3 Scope
The anticipated term of this opportunity is from an available start date of January 6, 2024 to an
anticipated end date of April 15, 2025 with an option to extend for up to 4 additional one-month
terms. All proposed Consultants must be available to start within one week of the estimated start
date.
The maximum contract value (exclusive of any applicable taxes) including expenses and travel (if
applicable, and requiring prior approval by the Province) and may not exceed $30,000.00.
3. QUALIFICATIONS
3.1 Consultant Qualifications
The Technical Architect is required to have the following skills and experience:
Recent 5 years experience developing and deploying complex IT services.
At least 5 years experience in building custom DNS servers and services.
At least 5 years experience in building custom DHCP servers and services.
Experience dealing with the migration of in-house DNS implementations to a third-party
application (preferably Infoblox)
In-depth understanding of the DNS and DHCP data structures.
In-depth understanding of Windows DNS and its integration with other DNS services.
Recent ten years of experience scripting in Perl.
Recent five years of experience in JavaScript;
Recent ten years of experience maintaining Solaris Servers.
Experience with migration of Unix scripts in Solaris to Linux compatible scripts.
In-depth understanding of Remedy Action Request System (ARS) and development of
Remedy Applications.
In-depth understanding of network devices, components, and their inter-relationships to
maintain data integrity for the entire network infrastructure.
Experience working with common Province of BC tools and datasets preferred (e.g.
ServiceNow and CAS)
In addition to the skills and experience set out above, the Proponents should demonstrate
that the proposed Consultant(s) have the following additional skills and experience:
Experience working with common Province of BC tools and datasets preferred (e.g.
ServiceNow, CAS)
Using Perl, JavaScript and Rest API.
Experience with Solaris Servers
3.1.1 Response Guidelines
Proponents should complete all information solicited in the VMS candidate submission link,
and, in addition, provide the following:
Proponents will offer their most suitable Consultant(s), if applicable, (whose qualifications
match or exceed the qualifications described in this RFP), who has experience relevant to,
and who is available for, the project) by forwarding their resumé within one pdf file .
Resumés should include qualifications, educational accomplishments, employment history
included start and end dates (month and year) of employment, any relevant information
that relates to the job to which they are applying to, the name and contact information for
three references (refer to section 3.3) who has supervised a project listed on the resumé
that the Consultant has completed within the past three years. A Province of BC reference
should be used where applicable. References will be checked.
For each proposed resource, vendors should provide responses to this requisition, which
follow the structure outlined below.
A. Technical Understanding of Project Requirements:
Begin by demonstrating a clear understanding of the technical scope, specifically focusing
on:
o DNS Migration: Migration from in-house DNS services to a third-party application,
including Windows DNS transition.
o Solaris Decommissioning: Expertise in decommissioning Solaris servers, migrating to
Linux, and handling Perl scripts.
o BMC Remedy to Helix Migration: Transitioning custom applications using ARS and
Perl from BMC Remedy to Helix, with attention to data transformation and
migration strategies.
B. Methodology and Approach to Technical Solutions:
DNS Migration Strategy: Outline your technical approach to migrating DNS services with
minimal disruption. Discuss:
o Your process for data validation and migration.
o Integration of Windows DNS into the new system.
o Security and performance optimization techniques during the migration.
Solaris Server Decommissioning: Describe how you will assess and execute the
decommissioning process. Include:
o A plan for migrating or retiring custom Perl scripts.
o Recommendations for migrating to Linux environments, ensuring compatibility, and
minimizing downtime.
BMC Remedy to Helix Transition: Detail your technical analysis and migration strategy for
Remedy-to-Helix, including:
o How you will ensure data integrity and optimize migration sequences.
o Collaboration with BMC vendors for data mapping, transformation, and migration
methodologies.
o Any custom development or optimization approaches to ensure a smooth transition
C. Collaboration and Coordination:
Highlight your experience collaborating with third-party vendors and internal teams. Include:
o Technical workshops or sprint planning sessions for aligning on project goals.
o The importance of regular communication and how you ensure all teams stay
aligned on deliverables, risks, and dependencies.
D. Deliverables and Documentation:
Provide a clear outline of how you will develop technical documentation, including:
o Network architecture diagrams, DNS migration plans, and Solaris decommissioning
workflows.
o Detailed migration guides for BMC Remedy to Helix, ensuring technical clarity for
internal staff to follow.
o Ensure your documentation meets best practices for future maintenance and
scalability.
E. Knowledge Transfer and Technical Capacity Building:
Discuss your approach to knowledge transfer, ensuring that government staff can manage
and maintain the systems post-project. Focus on:
o Training materials, guides, and technical workshops to enhance staff competencies.
o Your methodology for building internal technical capacity, such as hands-on training
and peer programming sessions.
F. Experience and Expertise:
Demonstrate your technical qualifications with specific examples of:
o DNS/DHCP Experience: Showcases of custom DNS and DHCP server deployments
and migrations to third-party platforms like Infoblox.
o Solaris and Linux Migrations: Past projects migrating Solaris environments to Linux
and handling script migrations, focusing on ensuring continuity and optimization.
o BMC Remedy and Helix Expertise: Deep familiarity with ARS, custom applications,
and transitioning to Helix, with real-world examples.
o Perl, JavaScript, and REST API Development: Relevant technical projects where
you’ve used these tools, especially in data migration and transformation scenarios.
3.2 Bill Rate
Consultant(s) are to be billed on the basis of hourly rates, to a maximum Contract price of
$30,000.00
Rates quoted will be taken to mean, and will be deemed to be:
a) in Canadian dollars; and
b) exclusive of any applicable taxes.
3.2.1 Response Guidelines
Proponents are to follow the instructions in the VMS, including all instructions on the VMS
candidate submission link.
3.3 References
Proponents should provide three recent references (i.e. names and contact information) of
individuals who can verify the quality of work provided specific to the relevant experience of
the Consultant(s) proposed. References from the Proponent’s own organization are not
acceptable. References will be considered in accordance with section 1.22 (e) of this RFP.
3.3.1 Response Guideline
The Province will check references without first notifying the Proponent. References may
include internal references in relation to the Proponent’s and/or any Consultant’s
performance under any past or current contracts with the Province or perform any
additional due diligence or other verifications as are deemed necessary by it to verify the
information contained in the proposal. References must include full names (first and last),
company names, addresses, phone numbers, and email addresses.
The Province reserves the right to seek additional references independent of those supplied
by the Proponent.
4. EVALUATION
Evaluation of proposals will be by a committee formed by the Province and may include employees
and contractors of the Province and other appropriate participants.
The Province’s intent is to enter into a Contract with the Proponent who has met all mandatory
criteria and minimum scores (if any) and who has the highest overall ranking.
Proposals will be assessed in accordance with the entire requirements of the RFP, including
mandatory and weighted criteria.
4.1 Mandatory Criteria
Proposals not clearly demonstrating that they meet the following mandatory criteria will
be excluded from further consideration during the evaluation process.

The proposal must be submitted using the VMS and in accordance with Section 1.3.
The Proponent must have a minimum of two years experience working with DNS and DHCP
servers
The Proponent must have experienced a minimum of two years working with BMC Remedy,
especially Action Request System ARS and/or Helix
