Senior Data Visualist

Engagement Specifications – Work Required

 

The City of Winnipeg Water and Waste Department requires a Senior Data Visualist to lead our data visualization efforts and drive business outcomes through insightful and interactive visualizations.

 

 

The Water and Waste Department reserves the right to award any future phases of work to the selected candidate(s) from the selected vendor

 

Under the general direction of the Coordinator, Data and Analytics, the Senior Data Visualist will:

·Manage and undertake large data analyses efforts and deliver high quality results for multiple projects to meet critical business deadlines

·Work with management, business analysts, project managers, data scientists, data engineers, and business clients to collect business requirements and translate them into BI solutions

·Identify data that needs to be collected and could add significant value to the decision-making process, the feasibility of collecting the data and potential methods for working around missing data

·Provide the proper evidence and context for a metric to demonstrate its value to the decision maker

·Provide written and oral presentations of methods, results, conclusions, and recommendations to peer and management groups

·Design and develop high-quality, interactive dashboards and reports using Tableau and Power BI

·Create data visualizations that effectively communicate complex insights and drive business decisions

·Follow brand standards for interface design, visualization techniques, rich charting and analytic dashboards

·Ensure data quality and integrity, and monitor data issues

·Perform query plan analysis, performance tuning, configuration changes in the BI Tools

·Develop and deliver training programs to colleagues on data visualization best practices using Tableau and Power BI

·Serve as an evangelist in storytelling, data visualization techniques, analytics dashboard design and information delivery best practices

·Stay up to date with industry trends and emerging technologies, such as AI and machine learning

Experience:

 

·Minimum 5 years of recent experience as a Senior Data Visualist, Data Visualization Specialist, or similar role.

·Demonstrated storytelling experience, with at least 3 years of recent experience creating compelling narratives that effectively communicate data insights.

·Proven track record of delivering high-quality visualizations that drive business outcomes, with at least 5 successful projects completed in the past 2 years.

·Extensive experience with data visualization tools such as Tableau or Power BI, with at least 5 years of hands-on experience.

 

Skills and Depth:

·Strong analytical and problem-solving skills, demonstrated by successfully resolving at least 10 complex business processes in the past 3 years.

·Experience with human-centered data visualization design principles, with at least 3 years of recent hands-on experience.

·Excellent communication skills both verbally and in writing, with the ability to collaborate with technical and non-technical stakeholders, evidenced by leading at least 5 cross-functional team projects in the past 2 years.

·Knowledge of SQL and database concepts, with at least 3 years of recent hands-on experience.

·Knowledge of Canadian data privacy regulations (PHIPA, PIPEDA, and HIPAA) and industry best practices for data security, with at least 2 years of recent experience ensuring compliance.

 

Notes:

·The Proposed Contractor Name, Representing Vendor Name and Proposed Rate/ Hour shall be submitted as a mandatory submission in the RFSA Qualifications Matrix (Pass/Fail).

·These experiences and skills and depth must be clearly outlined in the vendor responses using the attached RFSA Qualifications Matrix.

·The Contract Administrator may, at their sole discretion, interview prospective candidates during the evaluation process.

·The Contract Administrator may, at their sole discretion, request prospective candidates selected for interview to provide a presentation or demonstration of skills to a set of given scenarios.

·The Vendor will bear all costs associated with or incurred in the preparation and presentation or demonstration of skill for candidate interviews.

·There is no incumbent for this role.

 

Special Instructions

1.     The selected candidate will be expected to work remotely throughout the duration of this engagement.

2.     A Police Information Check satisfactory to the City of Winnipeg will be required from the selected candidate, at their expense.

3.     The selected candidate’s vendor will be expected to agree to the terms of the City’s non-disclosure terms specified in the Statement of Work.

4.     The selected candidate may be required to work under compressed timelines as required.
