Summary:
Join our team as a Configuration Manager to lead configuration management practices for the Texas Health and Human Services Commission. In this hybrid role, you'll develop and maintain CM policies and processes, oversee the accuracy of Configuration Items (CIs), and ensure compliance through audits and verification activities. You'll collaborate across ITSM, operations, infrastructure, and applications teams to align with enterprise CM strategy. Ideal candidates bring 5+ years of CMDB experience with tools like BMC Helix or ServiceNow, expertise in ITIL principles, and an ITIL 4 Foundation certification. Strong analytical, problem-solving, and communication skills are essential to succeed in this short-term engagement.
 
DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

 

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

 

The configuration manager oversees the configuration management process, as a key function within the IT Service Management team, ensuring all configuration items (CI) are accurately documented and maintained. This individual is responsible for establishing and maintaining the configuration management plan and coordinating with various IT teams to enforce CM practices. Their work involves defining configuration identifications, managing configuration changes, and conducting reviews & audits to ensure compliance with HHS agency policies and standards. The configuration manager must ensure that CM tools and resources are used effectively. They act as a bridge between operations, infrastructure, applications, and ITSM teams to guarantee that everyone is aligned with the CM strategy

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
5 Required Advanced knowledge of ITIL configuration management principles and best practices; prior experience in developing and maintaining configuration management process & polices.
5 Required Excellent problem-solving and critical thinking skills and a strong attention to detail.
5 Required Experience supporting and maintaining CMDB platforms such as BMC Helix, ServiceNow, Atlassian, etc.
4 Required Performs regular configuration audits to verify their completeness, accuracy, and compliance with the CM plan and system objectives.
4 Required Responsible for verifying and auditing the configuration status and assists with configuration verification, to ensure that the CIs are consistent with their specifications and requirements.
4 Required 3-5 years of demonstrated work experience as a Configuration Manager or a similar role overseeing IT Service Management processes & standards.
4 Required ITIL 4 Foundation certification.
 
III.  TERMS OF SERVICE
 
Services are expected to start 07/21/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 280 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 W. Guadalupe St. Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
